Job Summary

The Data Governance Manager (DGM) is responsible for establishing, managing and championing the data governance program across internal and external constituents. Realizing efficiencies though effectively and timely sharing of data across the Bank. The DGM, in collaboration with Information Technology Services and Bank Security, provides guidance, best practices, innovation and analysis for the data management program. The DGM develops policies, procedures and strategic plans for the ongoing evolution of our Data Governance Framework. The DGM will also develop metrics to monitor the DG platform usage, progress of user training, data management topics and the effectiveness of data usage within the Bank.

Essential Duties
  • Develop Data Governance Framework: Collaborate with cross-functional teams to establish and document data governance policies, standards and procedures that align with regulatory requirements and business needs. Produce periodic management reports on the effectiveness and value of the DG program and risk management activities.
  • Data Classification & Prioritization: Maintain structured processes to identify, document and track the Bank's most important data elements, or Key Data Elements (KDEs). KDEs will be subject to elevated standards of ownership, provenance, definition(s), quality, and lineage.
  • Data Quality Leadership: Lead initiatives to assess and improve data quality across the organization. Define data quality metrics, and partner with data owners to ensure quality, accuracy and completeness. Periodically, lead high priority data quality improvement initiatives.
  • Regulatory Compliance: Ensure data governance practices meet or exceed regulatory requirements. Provide support audits and assessments, as needed, to explain, evidence, and document data governance practices and their contribution to downstream risk and control functions.
  • Stakeholder Collaboration: Collaborate with data owners, stewards and technical departments to establish data ownership, accountability and stewardship responsibilities. Includes training and organization of data stewardship program.
  • Data Architecture Engagement: Work closely with ITS and business teams to influence and guide the development of data architecture that supports the governance framework, ensuring data is structured, stored, and managed effectively. Expected to advise, support and engage with broader data capability building in hands on way. Own the technical process related to capture and manage data lineage end to end. Collaborate with IT team to develop and implement best practices to protect and restore data and systems in the event of natural disasters, pandemics or cybersecurity issues.
  • Continuous Improvement: Research and stay informed of industry best practices and emerging trends in data governance. Recommend continuous improvements to the governance framework.
  • Other: Perform other duties as assigned by management


Complies with all State and Federal Banking regulatory requirements, including but not limited to: BSA, Anti-Money Laundering OFAC, CIP, Financial Elder Abuse Reporting, Sexual Harassment, Information Security and privacy requirements. Acts as the control point for the office to ensure that all CIP, BSA, OFAC requirements, procedures and time frames are met.

Officer Title Eligibility

For qualified positions, the Bank may designate an Officer Title to an employee who seeks and/or meets defined competencies for an eligible position. This position qualifies for the officer title(s) Vice President.

Physical Requirements & Work Environment:
  • Requires repetitive movement.
  • Requires standing and/or sitting for prolong periods of time.

  • Office setting w/controlled temperature


Education and Experience
  • Bachelors in MIS, Computer Science, or equivalent combination of education, technical certification (e.g. CDMP, DGCP) and work experience is required.
  • Five years minimum experience of data governance and/or data management experience demonstrating the application of data governance principles.
  • Familiarity with banking regulations, compliance and privacy requirements strongly preferred.
  • Two years minimum experience in using end-user data flow and reporting tools such as Tableau, Power BI, SSRS and Alteryx.
  • Minimum three years of experience and strong working knowledge of SQL and/or Python to query, profile, and explore data across structured data sets.
  • Experience documenting business workflows, change management procedures, and data quality processes, along with the knowledge and ability to develop and perform data manipulation, data cleansing, data analysis, and data anomaly detection.
  • Working knowledge of industry "best practice" frameworks.
  • Must have the proven ability to serve as an effective member of the management team, be an effective leader to a team; and interact effectively with risk and data managers, auditors, consultants, vendors, and stakeholders.


As a part of the Bank's internal control systems, employees holding sensitive positions are required to be absent from their duties for a minimum of two consecutive weeks each year. This position has been deemed to meet the test for a sensitive position, and therefore you will be required to meet the minimum absence requirement each and every year.
