The Proposal Manager works with the Capture Manager and Business Development team to lead the development and delivery of proposals submitted in response to federal government requests for proposals. The Proposal Manager is responsible for managing the proposal development process to deliver a winning, high-quality, compliant, compelling, proposal to potential federal government customers. This includes working collaboratively with stakeholders within every department of the company including Operations, Finance, Contracts, Talent Acquisition, and Security.

This is a hybrid role that requires 2 days a week in our Reston, VA office.

Responsibilities

Works closely with the Capture Manager and VP of Operations to plan, strategize, and position the proposal, including supporting pre-RFP capture and solution development efforts, Sources Sought and RFI responses, developing win themes, best value propositions, discriminators, and graphics.

Develops kick off deck, proposal outline, compliance matrix, schedule, and development plan based on detailed analysis and review of RFP documents

Disseminates and reviews RFP documents including amendments and answers to questions to proposal team and incorporates all changes into the compliance matrix, outline, and documents

Creates and maintains MS Teams site for each proposal effort, with assistance from BD Coordinator

Schedules and leads team meetings including daily stand-ups, color review teams, solution sessions, and other meetings as necessary throughout the proposal process.

Works with Capture Manager to identify proposal development team members and assign Volume and Section Leads

Communicates tasks and objectives clearly and ensures accountability on all requirements.

Prepares status reports and briefings for management and executive leadership

Prepares, presents, conducts, and participates in reviews at all stages of proposal development.

Plans, participate, and facilitates Color Team Reviews including scheduling, document preparation, logistics, and organization of all aspects of the review

Maintains appropriate records and documentation, tracks, monitors, and reports data to support proposal development

Maintains focus on the win strategy throughout the proposal process and infuses that strategy and its resultant tactics effectively throughout the entire proposal process.

Participates in planning and policy development issues related to business development

Performs other related duties as assigned.

Basic Qualifications

Bachelor's Degree or 10 years of proposal experience

Must be able to pass a comprehensive background check.

Minimum 5 years' demonstrated experience managing proposals for medium to large ($25M+) complex federal government proposals as the Prime Contractor with many stakeholders and multiple interrelated plans dealing with technical, management, staffing, pricing, quality, transition, past performance, and subcontracting

Preferred Qualifications

Bachelor's Degree in English, Communications, Business, or another related expertise.

At least $150M of winning proposals

Technically acceptable proposals developed to support Federal Civilian such as HHS, DHS, and/or DoD customers

Working for an emerging large business - (recently graduated from SB to LB)

History of positive collaborative experience working with SMEs and operations/delivery teams

5 years of experience with eBuy, GovWin, FPDS, and other proposal related tools.

Understands how to shred an RFP, create a compliance matrix, proposal outline, timeline, and run color review teams.

Strong working knowledge of the proposal development life cycle and experience with Shipley or modified Shipley proposal development processes

Ability to communicate with all levels of company leadership, up to the Chief Executive Officer, to communicate project status, needs, progress, or constraints in person and in writing

Facilitates group meetings and conversations effectively to ensure objectives are communicated and the goal of the meeting is accomplished

Takes initiative to solve problems and complete tasks when a need is identified

Ability to take technical content and translate it into proposal prose if needed

Ability to work with Technical SMEs to pull out information needed for proposal development via interviews and working sessions

Ability to successfully execute multiple tasks simultaneously
