The Software Engineering Manager leads and cultivates individuals into cohesive teams that design, develop, deploy and maintain high quality applications for our internal and external stakeholders. This position will manage members of the development, testing and delivery teams to deliver quality products.

This position is fully remote but will require travel when needed.

Essential Duties and Responsibilities:

Be responsible for hiring, training, and guiding the careers of talented, creative and innovative software engineers, quality assurance personnel, scrum masters and product ownersPlan and manage skills development and training for team members.Participate in the establishing and enforcing of the tools, techniques, principles and practices of the development and integration departmentSupport the fostering of highly effective internal partnerships with all departments within the Office of Technology, and also including IT Infrastructure, Value Management Office, Architecture and different business unitsProvide technical leadership, guidance, and contribution to the CTO teams for project design and development, including all phases of software development life cycleAssist the team to solve as many impediments at the team level as possible.Monitor team performance and initiate action to remedyPerform peer reviews of designs and solution proposals to ensure conformance to current practice and quality of work being generatedProvide input to the management staff across Leidos QTC, including Architects, Technical Project Managers, Business System Engineers, System Engineers, the Value Stream Managers and Product Owners, on product strategy and visionExecute action items resulting from Root Cause Analysis (RCA) sessions to avoid future production defectsCompetencies:

Excellent analytical, problem-solving and technical management skillsExcellent written and verbal communication and interpersonal skillsAbility to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects or effortsAbility to define, structure and plan work independentlyCross-functional relationship building skillsAbility to interact effectively with all levels of managementPro-active leadership styleExperience with Production Enterprise Systems in Data Center and AWS environmentsWorking knowledge of the design and implementation of Application Architecture using at least one of following: .Net, C#, Java, C++, Python, XML, XSLT, HTML, Javascript, SQL Server Database, Oracle Database, PostgreSQL, etc.Working knowledge of test frameworks, automated testing, pair programmingStrong knowledge and experience in Object Oriented Design and DevelopmentStrong knowledge of scrum methodologyStrong knowledge of product management techniquesExcellent understanding and application of servant leadershipStrong Agile mindsetEducation and/or Experience: (includes certificate & licenses):

Bachelor's Degree in a related discipline. Experience in lieu of degree may also be considered. Master’s Degree in a related discipline desired.2 years of experience leading development efforts and 5 years of experience as an individual contributor.Experience managing small or medium projects and/or development teamsExperience in all aspects of Software Development Life Cycle including but not limited to architecting solutions, designing applications, coding, unit testing and implementing utilizing a variety of tools and technologies.Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation

Pay and Benefits:

Salary Range: $120,000-$143,000 w/ up to 10% bonus eligibility

Other levels may be considered:

The salary ranges for each level are as follows:

R3: 10-14 years of experience: $134,000 - $164,000 w/ up to 12% bonus eligibility

R4: 14 years of experience: $149,000-$183,000 w/ up to 15% bonus eligibility

The Leidos QTC Health Services pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to): geographic location, responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
