I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission

requires the services of

1 Developer/Programmer Analyst 3 , hereafter referred to as Candidate(s), who meets the general qualifications of

Developer/Programmer Analyst 3, Applications/Software Development

and the specifications outlined in this document for the

Texas Health and Human Services Commission .

All work products resulting from the project shall be considered "works made for hire " and are the property of the

Texas Health and Human Services Commission

and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

Texas Health and Human Services Commission

will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems. Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.

Extensive knowledge and experience with web technologies (HTML, CSS, JavaScript, XML, and Web content management systems).

Extensive knowledge and experience with assistive technologies (JAWS, NVDA, VoiceOver, Accessibility Insights, color contrast analyzer).

Knowledge of disability law including but not limited to the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act (Section 504)

Experience training accessibility standards and practices to developers and testers

Familiarity with automated web-accessibility checking tools

Familiarity with browser-based accessibility-testing tools (plugins, etc.)

Knowledge of accessibility issues in technologies such as Flash and Java

Knowledge of cross-browser accessibility considerations

Extensive knowledge and experience with WCAG 2.1 accessibility standards and guidelines

Knowledge of WAI-ARIA (preferably skilled use of)

Experience with accessibility audit and quality assurance tools and processes

Strong organizational and project management skills.

Effective written and oral communication skills. Create accessibility reports and presentations as needed

Demonstrated ability to effectively and independently lead accessibility tasks to completion

Analyze current applications and develop a specification for making the application compliant with accessibility standards

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements:Candidates that do not meet or exceed the

minimum

stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Experience in the field of Information Technology software development. Familiar with standard Concepts practices and procedures within the system/software development lifecycle 8 Required Experience migrating software code base to the newer version of .NET framework 8 Required Expertise in Microsoft .NET technologies C#.NET, VB.NET, ASP.NET, MVC, jQuery and JavaScript. 8 Required Hands-on experience in testing application accessibility functionality using assistive Technologies (Jaws or other screen readers software, screen magnification software, Accessibility Insights, Voice Control software or others) 8 Required Expertise in WAI-ARIA and best practices for implementing scripted control in a manner that is compliant with accessibility standard 8 Required Extensive knowledge and skilled to use HTML, CSS, and JavaScript 8 Required Knowledge of disability law including but not limited to the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act (Section 504)III. TERMS OF SERVICE

Services are expected to start

09/25/2023

and are expected to complete by

08/31/2024 . Total estimated hours per Candidate shall not exceed

2008

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at

701 W 51st St Austin, TX 78751 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
