Minimum Requirements
Previous experience in Renewable Energy Independent Power Producers Programme (REIPPPP) Project Bidding, Award to Financial Close, Construction and Operations. Bachelor’s degree in Engineering or formal training in HSE field. Registered with the SACPCMP 5 to 10 years of experience in Managing health, safety and environment for projects Experience in wind renewable projects and/or experience working with TotalEnergies projects preferred Knowledge of Main Transmission substations and risks & controls associated with energised systems, as a minimum LOTO Experience in implementation, maintaining and auditing of the OSHA45001 and ISO14001 Management System Familiarity of Industry Standards and relevant industry HSE regulations and requirements. Familiarity with behavioural based safety systems, risk analysis / job safe analysis methods, emergency response and crisis management procedures. Knowledge of HV regulations Excellent skills in problem solving, team building, ingenuity and initiative are required to coordinate problem resolution and to execute schedule requirements within a team environment. Strong interpersonal and communication skills Excellent leadership and team building skills, and being able to influence decision makers Activities
The main purpose of this position is to be responsible for maintaining, developing, leading and supporting a strong environmental, health and safety culture within the project. The HSE Manager shall: Ensure compliance to the relevant Health Safety and Environmental (HSE) legislation including permits and licenses, and Client HSE requirements. Review HSE documents provided by the construction companies (HSE plan, method statements, job hazard analysis, trainings and licenses, inspection certificates, emergency action plan, etc.) before the works start. Check that the safety and environmental protection controls required by the Client and the Client's Safety Golden Rules are duly understood and implemented. Check that the EPC Company organizes the works execution by: Identifying and controlling risks generated by the works with adapted preventative controls. Ensuring daily safety coordination of the construction companies. Delivering the required work permits (especially hot work permit). Ensure construction staff wear PPE adapted to the risks of their tasks and perform works according to safety requirements. Check compliance of works with method statements and work permits. Verify that licenses and equipment are adapted to the tasks performed. Ensure equipment conforms to standards and holds required periodic inspections. Check construction site housekeeping. Occasionally participate as an auditor in construction companies' toolbox meetings. Check the efficiency of sanitation and environmental facilities. Ensure implementation of security requirements on site. Pay special attention to workers who do not understand the worksite main language. Monitor compliance with driving and parking rules. Intervene directly to correct anomalies and deviations identified, stopping work when execution is judged too risky. Highlight applicable prevention controls to accident prevention officers of construction companies. Record observations of inspections and follow up on required actions. Participate in safety committee meetings. Assist in the investigation of potential accidents or high potential near misses. Write a monthly report summarizing events, headcount, manhours, water/energy consumptions, and waste balance. Assist construction companies in implementing HSE requirements. Assist in drafting the HSE plan for O&M and all HSE forms and procedures. Review HSE documents provided by O&M companies. Perform a pre-work visit with each O&M company.
