Overview:

The Judicial Council of California is accepting applications for a Senior Analyst to join the Human Resources office. The Senior Analyst is responsible for project management and fiscal operations for the Human Resources office. The position works directly and independently with all members of the HR leadership team to determine the fiscal impact of branch-wide HR programs. The incumbent prepares and drafts reports outlining options and recommendations of such programs and is responsible for the development and implementation of the HR office budget. As the office's subject matter expert, the incumbent provides analytical support and advises leadership on a range of complex and often sensitive organizational projects and services, including the statewide workers' compensation program, staff compensation, and other Executive Office-driven initiatives and requests.

The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding this location. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

Responsibilities:

Provides program development and project management on HR initiatives that impact both state judicial branch entities and trial courts.

Serves as the finance liaison for the Human Resources office.

Develops projections for each unit's operating budget and formulates complex budgets to support office initiatives.

Develops Requests for Proposal and amendments as requested by all HR units.

Addresses requests from and works with other HR units/Executive Office/other offices to resolve operational issues and implement branch-wide directives.

Oversees complex long-term projects assigned by the Human Resources leadership.

Provides analytical subject matter expertise to the Human Resources leadership team.

Addresses requests and financial initiatives for the JBWCP.

Monitors the asset balance of the JBWCP fund.

Minimum Qualifications

Education and Experience:

Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline may be substituted for one of the years of required experience. An additional four years of professional experience may substitute for the bachelor’s degree.

OR Master’s degree in a directly related field that included qualitative and quantitative research, and one (1) year of analytical experience.

OR One year in the Analyst classification with the Judicial Council of California or comparable experience.
