JOB OVERVIEW

The Senate Sergeant at Arms (SAA) is seeking an HR Manager to use their technical skills to develop and manage HR systems, analytics, reporting, compensation, position management, and staff. The incumbent is responsible for collaborating with various stakeholders to develop efficient and effective processes and workflows as well as analyzing and directing all functionally related activities within the scope of the HRIS/data. Additionally, the incumbent will need to have strong analytical skills when making sense of data and trends to ensure a high level of data and process integrity in the day-to-day use of the HRIS.Key Accountabilities/Essential Job Duties

Develops and implements HR strategies and initiatives aligned with the overall SAA strategy. Bridges management and employee relations by addressing demands, grievances or other issues. Manages the recruitment and selection process. Supports current and future business needs through the development, engagement, motivation and preservation of human capital. Develops and monitors overall HR strategies, systems, tactics and procedures across the organization. Oversees and manages a performance appraisal system that drives high performance. Ensures legal compliance throughout human resource management.JOB SPECIFICATIONS

Required Education

Bachelor’s in HR management or related field.Other Duties/Responsibilities

Ability to interpret employment laws.Effective communicator, strong organization skills, ability to train employees, handle sensitive/confidential information.Ability to deescalate heated situations.Knowledge of personal computers and word processing, spreadsheet, and database applications.May perform duties of a contract representative (COR) as needed.Required Work Experience

8+ years progressively responsible HR experience.As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role.Desired Qualifications

In-depth familiarity with HRIS platforms.Excellent project management skills with the ability to manage multiple priorities.Experience in optimizing and implementing HRIS systems.Experience developing and improving personnel processes, workflows, and data management.Problem solve in a collaborative team environment.Strong analytical skills with the ability to translate data into actionable insights.Aptitude for reports; report generation and analysis.Advanced proficiency in Microsoft Excel, including complex formulas, pivot tables, etc.Identify trends or root cause behaviors for frequently occurring audit issues or integration errors.Experience handling sensitive, confidential organizational/department information.Proven track record of leading and developing high-performing teams.Demonstrated ability to influence and drive change across the organization.Ability to coach and mentor team members, fostering a culture of continuous improvement.Familiarity with compensation structures and position description management a plus.Strong verbal and written communication skills; excellent organizational skills and attention to detail.Working Conditions
