Under the direction of the CSCHS-Chief Executive Officer, directs and manages the overall operations of Custody Health Services, including administrative functions, activities, services, and staff of the Custody Health Services (CHS) division. The position will develop and manage strategic plans and implement high standards of service excellence, and community and business relations, leading to positive patient outcomes. This position develops goals and expectations that enable staff to deliver high-quality, cost-effective care and services to adults and youth in the County of Santa Clara custodial facilities.

CHS provides comprehensive ambulatory medical, mental health, and specialty services including substance abuse treatment to adult detainees of the Main Jail, and the Elmwood men’s and women’s facilities. Typical Management Responsibilities:
Provides leadership and direction to the full range of medical, mental health, dental, pharmacy, allied, and specialized medical care services provided in the County’s custodial facilities;Works in partnership with Custody Bureau partners to solve day-to-day operational issues;Ensures appropriate clinical resources are available to support and maintain staff competencies in the field of correctional/custody health and behavioral healthcare;Develops strategies, and initiatives, and sets overall priorities to improve the quality, and timeliness of care;Identifies problems and implements solutions for operational and organizational excellence in the delivery of healthcare;Collaborates and coordinates with various health system partners and providers with diverse clinical, quality, and programmatic expertise as necessary to ensure timely and appropriate care of complex patients;Works collaboratively with other leaders in custody health including the executive medical, mental health, and nursing directors, mental health, dental and pharmacy leaders, Custody Bureau partners and program managers, to ensure compassionate, effective, safe, timely, and equitable patient-centered care;Oversees and maintains a quality management program to ensure care is delivered consistent with appropriate standards established by Title XXII, Title XI, Welfare and Institutions Code, and all applicable Federal and State regulations; SCVH standards, legal mandates, and consent decrees;Collaborates with the Custody Bureau to respond to medical grievances in a timely and responsive manner;Works across departments, programs, and support services to reduce recidivism and improve the transition of care management and coordination as patients leave the jails;Plans, develops, and implements cost-effective interdisciplinary staffing patterns to ensure the delivery of safe, timely, appropriate quality patient care;Participates in cross-discipline recruitment and retention efforts;Works in partnership with others to cultivate a positive work environment;Develops and monitors performance expectations for all staff in CHS;Develop, monitor, and maintain professional training and development programs across disciplines necessary to achieve operational excellence in the delivery of care;Actively ensures that healthcare delivery is coordinated across medical and mental health disciplines to ensure positive health outcomes for patients, including compliance with ADA requirements;Reviews, monitors, and interprets current and proposed changes in laws and regulations;Coordinates with the Medical Executives and Chief Nursing Executive within the health system to ensure active and consistent quality improvement processes are in place, reviewed, and implemented on a regular basis;Participates in policy review, performs analysis, and makes recommendations;Researches, prepares, and interprets clinical, technical, and administrative reports, prepares written correspondence as required;Assumes 24 hours/day, and 7 days/week responsibility for custody health units;Plans, develops and monitors the division's budget to optimize personnel and material resources;Monitors productivity, workload, and administrative support systems, and makes recommendations for improvements to meet the operational needs of CHS;Selects, supervises, reviews, and evaluates subordinate managers and staff;Serves as liaison to clinical, criminal justice, public health, legal and administrative organizations;Participates in the development of clinical protocols;Develops and maintains cooperative, positive, and collegial relationships with internal and external stakeholders;Communicates effectively and maintains liaison with County agencies, boards, and commissions;Meets regularly with the CSCHS-Chief Executive Officer on the development of goals and objectives, work plans, and priorities;Coordinates work of CHS with the rest of the Santa Clara Valley Healthcare system;May be assigned as a Disaster Service Worker, as required;Performs related duties, as required.Considerable and progressive education, training, and experience which would demonstrate the ability to perform the above tasks and the possession of the following knowledge and abilities. The required knowledge and abilities would typically be acquired through education and experience equivalent to a Master’s degree, from an accredited college or university, in nursing, Health Care or Hospital Administration, Behavioral Health Sciences, Social Services, Public or Business Administration, or a related field, and a minimum of ten (10) years recent progressive management experience in a large custodial system , and/or a division in a public health and/or health system providing medical care, mental health, alcohol, drug and/or behavioral health services. A medical or nursing license is preferred.
