The Illinois Department of Public Health, Office of Policy, Planning, and Statistics is seeking a highly organized, professional, and results-oriented individual to serve as Grants and Fiscal Coordinator for the Division of Patient Safety and Quality. Under direction, plans, executes, and evaluates the processing of grant agreements, contracts, and procurement processes within the Division. Organizes and implements administrative processes for grants and contracts systems, including, but not limited to, the award and management of State grants and contracts for healthcare quality reporting, drug overdose prevention, and identified offenders initiatives within the Division, utilizing Departmental procedures. Implements and tracks effective workflow processes and provides project management and technical advisement for managing the development of grant awards or procurement-related processes, applications, renewals, amendments, or submissions of redirection and carryforward requests. Maintains up-to-date tracking of Program budgets, in consultation with Fiscal, Program Staff, and the Division leadership. Develops standard operating procedures to document grants and contracts management processes for the Division.Benefits Statement

Under direction, plans, executes, and evaluates the processing of grant agreements, contracts, and procurement processes within the Office of Policy, Planning, and Statistics/Division of Patient Safety and Quality.Implements and tracks effective workflow processes and provides project management and technical advisement for managing the development of grant awards or procurement-related processes, applications, renewals, amendments, or submissions of redirection and carryforward requests.Maintains up-to-date tracking of Program budgets, in consultation with Fiscal, Program Staff, and the Division leadership.Develops standard operating procedures to document grants and contracts management processes for the Division and evaluates the effectiveness and efficiency of these processes to identify improvement opportunities. Confers with the Program Staff and the Division leadership to resolve issues related to these processes.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.Requires two years of responsible administrative experience in a public or business organization related to grants, contracts, or accounting.Preferred Qualifications

Two (2) years of professional experience exercising thorough knowledge of State methods and procedures used in preparing, processing, or administering contracts or other procurement-related processes.Two (2) years of professional experience exercising thorough knowledge of policies and procedures regarding the implementation or administration of grant programs or proposals, including knowledge of federal and state grant procedures and processes.Two (2) years of professional experience researching, writing, or editing grant proposals.Two (2) years of relevant budget and finance-related experience managing or processing invoices or reviewing fiscal reports to verify their accuracy in a public or business organization.Two (2) years of professional experience developing budgets and analyzing budgetary line items.Two (2) years of experience utilizing Microsoft Office Suite including Outlook, Word, and Excel.Conditions of Employment
