We sincerely hope you will consider being a part of Information Technology Services success Information Technology Services (ITS), currently has an opening for a Senior Buyer position in our Chinden office in Boise. The selected individual must have the ability to purchase supplies, services, material, and equipment for a department; research and perform value analysis on products, services, and equipment; serve as one of two purchasers in a small high volume department; and perform related work. This position will have a focus on IT-related equipment and hardware purchasing. Please note: The successful candidate will be required to pass a fingerprint-based background check. Example of Duties + Purchase supplies, services, materials, and equipment for the agency + Research and perform value analysis on products, services, and equipment + Determine product, equipment, service requirements and methods of acquisition + Prepare specifications, select vendors and request written quotes on purchases within delegated authority + Work with users about products to determine specification, policies and procedures, and legal requirements established for procurement + Analyze quality, price, source of supply, delivery date, shipping charges and product cost + Provide advice, training, and consultation on methods, procedures, and department requirements to end users. MINIMUM QUALIFICATIONS: Some knowledge of: + Life-cycle costing principles. Typically gained by completion of three hours of college level coursework covering life cycle principles OR in-service training through the National Institute of Governmental Purchasers, National Association of Purchasing Managers or completion above high school level purchasing courses in government or college OR a minimum of 1 year on-the-job training recognizing commodities that have life cycle costing factors with training as to when and how to use those factors in preparing bid specifications OR certification as one of the following: Certified Purchasing Manager (CPM), Certified Public Purchasing Buyer (CPPB), or Certified Public Purchasing Officer (CPPO). Experience: + Performing detailed review of RFI, RFP, purchasing invoices, purchase orders, formal bids, contracts, and requisitions to ensure conformance with policies and procedures. Typically gained by a minimum of one year of experience reviewing purchasing orders, and requisitions to insure conformance with policies and procedures. + Preparing, evaluating, and completing specifications for products and services. Typically gained by a minimum of one year of experience preparing and evaluating written specifications for a variety of goods and services for various users. + Interpreting and applying public/governmental/private purchasing procedures. Typically gained by one year experience in interpreting and applying public/governmental purchasing procedures OR six months of experience as listed PLUS completion of applicable college level or industry specific coursework covering purchasing procedures. Preferred Experience: + Preparing, evaluating, and completing specifications for IT-related equipment and hardware. Typically gained by a minimum of one year of experience preparing and evaluating written specifications for a variety of IT-related equipment and hardware including laptops, desktops, and peripherals for various users.
