Job Description

Seeking a highly skilled Technical Writer with 6-10 years of experience in federal proposal writing, specifically focused on opportunities with DHS, HHS/NIH, Federal Civilian, DoD, and FBI agencies. The ideal candidate will have a robust technical background, particularly in areas like Cybersecurity, Insider Threat, and Digital Transformation. They should be comfortable translating complex technical requirements into clear, well-structured narratives that comply with federal proposal standards.

In this role, familiarity with federal proposal techniques is crucial, including the ability to produce compliant, persuasive content that aligns with agency-specific needs. The writer will work closely with technical subject matter experts (SMEs) to capture and develop detailed solutions. In addition, leveraging AI-type tools to streamline the writing process while ensuring compliance with federal guidelines is essential for success.

Federal Proposal Development: Lead the development of high-quality technical content for proposals across multiple federal agencies, including DHS, HHS/NIH, Federal Civilian, DoD, and FBI.

Complex Solution Development: Collaborate with technical teams to create clear, compelling technical sections that meet the specific needs and standards of these federal agencies.

Proposal Writing Techniques: Apply industry-standard federal proposal writing techniques to ensure all content is structured and compliant, adhering to solicitation requirements while maintaining a compelling narrative.

Collaboration with SMEs: Gather technical details from internal SMEs to craft solutions that address the unique challenges and objectives of agencies like DHS, NIH, and others.

Use of AI-Driven Tools: Utilize modern AI-type tools to aid in the drafting and refining of proposal content, ensuring the process is efficient without sacrificing quality or compliance.

Content Management & Quality Assurance: Ensure all technical narratives are compliant with federal contracting regulations, including FAR/DFAR, and aligned with RFP guidelines.

Target pay range between $30-55 an hour

Skills and Requirements

Experience: 6-10 years of experience writing federal proposals, specifically focused on DHS, HHS/NIH, Federal Civilian, DoD, and FBI.

Federal Proposal Expertise: In-depth understanding of the federal proposal process, compliance requirements, and proven techniques to structure and develop competitive proposals for these agencies.

Technical Expertise: Ability to convert complex technical solutions, particularly in Cybersecurity, Insider Threat, and Digital Transformation, into clear and compliant narratives that meet agency-specific requirements.

Advanced Writing Tools: Familiarity with AI-type tools to support the proposal drafting process, ensuring consistency, quality, and efficiency.

Research Skills: Adept at researching internal capabilities and agency-specific needs, including NIH and other HHS components, to develop tailored technical solutions.

Communication Skills: Strong written and verbal communication skills, with a focus on simplifying and presenting complex technical solutions to federal clients.

Federal Contracting Knowledge: Familiarity with federal contracting regulations and experience working with contracting vehicles like CIOSP3, OASIS SB, ITSSS-2 FBI, and 8(a). The position is remote but our client is ideally looking for someone in the Huntsville area but could be located the Southeast or DC/MD/VA ara. null
