Job Summary:
The Human Resources Generalist is responsible for leading the development, implementation, and management of personnel policies, compliance with employment laws, and providing expertise in human resource practices. This role involves managing recruitment, employee relations, performance management, and overseeing payroll and benefits programs to ensure a productive and compliant work environment.
Key Responsibilities:Policy and Compliance
Ensure all personnel policies and practices comply with federal, state, and local laws and other applicable regulatory agencies and ensure such policies and procedures are documented, disseminated, and applied promptly.Regularly review applicable employment laws and recommend policy and procedure changes as needed.Serve as the EEO specialist, ADA Compliance Officer for employees, and a member of the Title IX team.Serve as Freedom of Information Officer, responding to Open Records Requests
HR Program Management
Develop and implement HR programs, including staffing, onboarding, training, compensation, performance management, employee relations, and safety.Oversee the College's compensation program, including job classification, pay scales, and wage surveys.Administer employee recognition programs, retirements, and celebrations.
Recruitment and Staffing
Facilitate recruitment, including evaluating positions, posting vacancies, and managing interviews.Lead the development of employment plans and administer centralized employment systems.
Employee Relations and Conflict Resolution
Handle employee relations issues such as harassment allegations, civil rights complaints, and general employee grievances.Act as mediator of witness in personnel conflicts.
Training and Development
Provide annual training on Title IX, harassment, Bloodborne Pathogens, and other institutional-level training required.Ensure new employees are oriented on personnel policies and procedures, payroll, and ADA.
Payroll, Benefits, and Compensation
Oversee payroll, benefits, and compensation programs, ensuring accuracy and compliance.Manage the worker's compensation program, coordinating claims with employees and insurance carriers.Maintain up-to-date job descriptions and facilitate performance evaluations
Data Management and Reporting
Maintain personnel databases and provide internal reports as well as external reports required by state and federal agenciesPrepare annual reports for compliance with employment laws and institutional needs
Budget and Financial Oversight
Monitor and manage the annual Human Resources Department Budget.Represent the College for any unemployment claims.
Other Duties
Lead and participate in college-sponsored committees.Maintain courteous, professional, and effective working relationships with employees, vendors, and/or any other representatives of external organizations.Comply with all College policies and proceduresAssist with other related duties as assigned.
Required Knowledge and Skills:
Thorough understanding of federal and state employment laws.Experience in recruitment, employee relations, and human resource management.Strong communication, decision-making, and problem-solving skills.Ability to maintain confidentiality and work independently or collaboratively.Excellent organizational skills and ability to manage multiple priorities under deadlines.Required Education and Experience:
Bachelor's degree in human resources management or related area (Master's preferred).PHR/SPHR certification is preferred.Minimum of three years of experience in human resources, including policy development, administration, and supervision.Experience in a higher education setting is preferred.
Physical Requirements:
Ability to sit or stand for extended periods of time; ability to move freely around the campus and outreach centers; ability to lift up to 20 pounds; ability to bend, stoop, reach and grasp as required to perform responsibilities; ability to drive motor vehicle; and ability to work at a computer for long periods of time.
Work Environment:
Work performed in an office environment.
