Job Description:The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting.The SAO also provides enterprise oversight and management of the State's Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers.Local candidates strongly preferred.Position Description:

Under broad supervision, performs medium to complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area.Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations.May partner with other departments, divisions, outside agencies, and vendors to address business issues.Exercises various latitudes of independent judgment.May administer or provide high level support for various projects, contracts, implementation of procedures, and/or any specialized functions.Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.Primary Duties & Responsibilities:

Performs job responsibilities with minimal supervisionServes as subject matter expert or organization resource for assigned projectsAssists in the development of standards and procedures used in the implementation or enhancement of systemsConsults with functional and technical staff to ensure that functionality of automated systems meets user requirementsDocuments business processes for usersSchedules, facilitates and records meetings and meeting outcomesMay develop and deliver training as neededServe as liaison between functional and technical teams in the implementation or enhancement of systemsProvides end user support as needed to troubleshoot issuesWorks collaboratively with customer service agents to ensure accurate responses to end user inquiriesGathers, complies, and analyzes dataMay participate as a member of internal committees to assess policies, procedures and programsPrepares and presents various project artifacts including presentations, meeting notes, business process flow diagrams,May perform initial system configuration for testing various business proofs of conceptSkills and Competencies:

Excellent written and oral communication skillsAbility to guide discussions to capture business requirements and offer solutionsCapable of interpreting business insights to develop technical solutionsAbility to identify opportunities for improvement and work collaboratively to develop recommendationsAbility to determine priorities and effectively manage timeThis position will be filled at a level commensurate with the selectee's education and experience at one of the following levelsMinimum Qualifications:

High school diploma/GED and two (2) years of related experience; or two (2) years of experience at the lower level IT Business Analyst 1 (ITP060) or position equivalent.Preferred Qualifications:

Preference may be given to applicants who, in addition to meeting the Minimum Qualifications, possess the following:Experience with state or public sector organizationsExperience with large scale business transformation projectsHighly organized, proactive, self-starterApplication/Resume must clearly describe relevant qualifications and experience.
