A Non-Merit Social Worker I vacancy exists in the Baltimore County Department of Health and Human Services, DSS Community Based Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Job PurposeUnder the close supervision of a Licensed Certified Social Worker, provides direct professional social work services to specialized populations such as vulnerable adults, substance abusers, and physically or mentally ill individuals.

Essential Job DutiesInvestigates, evaluates, and monitors individual cases.Assists in rendering diagnosis and developing individual treatment/service plans designed to prevent or alleviate personal or environmental problems of clients in a social services, health, or mental health program.Determines suitability of individuals for special programs.Provides crisis intervention and individual or group counseling to clients and their families.Develops and/or participates in public awareness and education programs.Consults with other health or social work professionals concerning issues affecting recovery, welfare, and rehabilitation of clients.Acts as a liaison between health, education, welfare, and other community agencies to establish an integrated and coordinated program.Performs case management, prepares case histories, court documents and other reports, memos, and correspondence.Maintains accurate records of client activities.Participates in meetings.Examples of Other DutiesMakes home visits and provides transportation for clients/patients. Qualifications

Training and ExperiencePossession of a master's degree in social work from a college or university approved by the Council of Social Work Education.

Licenses and CertificatesPossession of a valid license, issued by the Maryland Board of Social Work Examiners, as a Licensed Master Social Worker (LMSW) is required at the time of application.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment.

Proof of Licenses, Certifications and EducationApplicants are required to submit proof of licenses, certifications and/or education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDUREApplicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Employees must maintain licenses and certifications throughout the course of their employment.

Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.

Some positions in this classification require completion of an approved training program, and must pass a competency test by the second training available after appointment to this classification.

Physical and Environmental ConditionsThe work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities.

Some positions within this classification require traveling between work sites.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Paid LeaveSick Leave

- Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave

- Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays

- Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
