Functions

Responsible for management of Changes and Configuration, including Configuration Status Report (CSR), Physical Configuration Audit (PCA), Master Equipment List (MEL), Configuration Management (CM) Plan, and Hose Database.

Essential Duties and Responsibilities:

Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.

Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.Identify and work with the Contracting Officer, Technical Director, Program Manager (PM), and Deputy Program Manager (DPM) on new changes.Review contract and work with production on changes and areas of contract execution requiring deviation and or Request for Equitable Adjustments (REA).Develop unsolicited change proposals for items related to Diminishing Manufacturing Sources and Material Shortages (DMSMS) to be submitted to the USCG.Work with production on areas where waterfront changes can be initiated.Manage all value engineering change proposals (VECPs)Manage all Class 1 ECPs requested from USCG.Manage proposal prep fees and ensure allocation of proposal costs is executed in a timely manner.Report the status of the Company's Allocated Baseline to the ILS Manager.Develop and implement Configuration Management processes to comply with internal and external customer requirements.Manage Configuration Management Plan.Conduct training on change management and data management systems & tools.Review and approve documents to ensure that they meet the company configuration requirements.Track Allocated Baseline artifacts from the Configuration Management Plan (CMP).Track key configuration items for the Master Equipment List (MEL), Bill of Material (BOM), and Configuration Status Reports (CSR).Assist in drafting materials for USCG reviews.Run and manage multi-system integrated product teams (IPTs) and conduct extensive reviews of various reports and documents to ensure they meet the specifications documented in the Program's CMP prior to submission to the Government.Direct and coordinate with project stakeholders to ensure quality deliverables are submitted, controlled, and maintained in accordance with the Contract requirements.Create and control workflows to ensure data is properly updated and approved on the company's Integrated Data Environment (IDE)Perform other duties as instructed.Supervisory Responsibilities:

Directly and/or indirectly supervise employees assigned to Configuration and Change.

Reporting Relationship:

This position will report to the Integrations Director.

Job Requirements

Qualifications

Education/Experience:

5 or more years providing coordinator support in Project Planning, Analytics, and Contracts required.BA/BS Degree in Business Administration, Management, Construction, or Engineering. An equivalent combination of education and experience may be considered.USCG/DoD/U.S. Navy or other government environments, particularly in providing program and administrative support to senior-level management. Configuration Management certification from an accredited institution or relevant CM work experience.Requires excellent written and verbal communication skills and the ability to effectively present information and respond to questions from senior management, employees, government officials, and the public.Experience with Product Life-Cycle Management or Configuration Management (CM) databases, either as a user or administratorExperience with writing or developing Engineering Change Proposals for the Department of Defense or Department of Homeland Security.Bill of Material (BOM) and/or Product Baseline management experience.Skills :

Ability to interpret engineering drawings to develop ILS and CM products.Advanced-level Microsoft Suite experience including Word, Excel, and PowerPoint, and a working knowledge of various web-based design and collaboration tools.Ability to carry out and understand assignments, and/or convey or exchange routine information.Ability to read, analyze, and interpret professional journals, general business periodicals, technical procedures, company policies/procedures or governmental regulations.Ability to rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports.Ability to work in a highly technical and fast-paced design and construction program environment.Ability to multi-task and work on multiple projects simultaneously.Ability to work both independently and as part of a team.

This job will operate in multiple environments, including a professional office environment, and Shipboard during the production, outfit, test, and delivery phases of each Ship. Employees must be able to work in a ship production environment, including climbing, entering tanks and voids, etc., in all weather conditions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
