Responsibilities You will serve as a TELECOMMUNICATIONS SPECIALIST in the Base Communications Office San Diego Division, N5 Policy-Plans-Projects Department at Naval Computer and Telecommunications Station. You will implement validated subscriber requests for service, utilizing the Avaya switch administration system. You will issue error free work orders via the current automated database management system to contractors for all installations, disconnects, and changes to existing communication systems. You will reconcile completed work orders with contractors to ensure billing accuracy. You will participate in meetings with commercial contractor’s representatives to review scheduling and implementation procedures. You will develop plans for new installations, additions, or modifications of existing systems. You will advise and assist various San Diego host and tenant users of telecommunications services. You will conduct studies of telephone systems to determine operational requirements. You will apply knowledge of equipment capabilities, circuits, routing requirements, power supplies and emergency requirements. You will evaluate proposals submitted to users by various vendors for individual systems, validating cost effectiveness, reliability, and justification for cost. You will conduct traffic studies, compiling and analyzing such data as volume, peak loads, fluctuations, busy hours, adequacy, circuit capability to determine speed and qualify of service and utilization of telephone systems. You will serve as a field technician to complete moves, adds, changes (MAC’s) of telecommunication services including dial tone, circuits, infrastructure and other installations that support the CATS network. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: Experience utilizing telephone equipment, cable and wiring, direct in/out local and long-distance dialing and public/private extension and interior phones. Experience applying rates, code terms and abbreviations, equipment and line records and cable distribution systems. Experience identifying date lines and circuits to include T-1 (PRI) circuits, Federal Telephone Systems (FTS), Voice and Ethernet circuit usage requirements. Experience using Microsoft Office Suite or other computer programs to perform management and/or program support assignments. This position is within the Work Category TECHNICAL/ADMINISTRATIVE SUPPORT at Work Level FULL PERFORMANCE, Series and Grade GG-0391-09. Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-09 position: Successfully completed a master's or equivalent graduate degree from an accredited or pre-accredited institution in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR Successfully completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR Obtained an LL.B. or J.D. that is related to the position being filled. Incumbent is subject to scheduled rotation of after-hours callout for ship services and emergencies. May be necessary to work weekends and holidays. Work may occasionally require travel from the normal duty station to service customers throughout CATS San Diego and may require travel to visit other BCO sites, normally less than 3 days per month. Overtime may be required based on mission/workload or other deadlines and may include evenings, weekends and holidays. This position is in the excepted service and does not confer competitive status. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
