Summary

Comprehensive knowledge of learning and development and training management principles, concepts, and techniques in training, instructional methods, and position competencies and career development. Skill and ability to perform highly complex and critical professional tasks in order to solve complex problems. Knowledge of occupational safety (i.e., 10 CFR 851, 29 CFR 1910, 29 CFR 1926, ANSI, NIOSH, etc.), industrial hygiene (i.e., ACGIH), radiation protection (i.e., 10 CFR 835, NRRPT, etc.), fire protection (NFPA 70-E, NEC, etc.), and field operations. Knowledge of emergency management systems, policies, procedures, and applicable federal guidelines (i.e., FEMA, NIMS, DOE O 151.1D, etc.).

Responsibilities

Participates in the development, implementation, and revision of a wide scope of training courses and career development programs by utilizing a systems approach to training (SAT) and the ADDIE process. Course development involves, but is not limited to, occupational safety, industrial hygiene, radiological controls, emergency management, and other leadership and management disciplines.Assist the Learning and Development manager in implementing the requirements of DOE Handbook DOE-HDBK-l078-94, Training Program Handbook: A Systematic Approach to Training; DOE Standards DOE STD-l06093, Guide to Good Practices for Continuing Training Programs; ANZI/OSHA training requirements; and other DOE orders and policies.Performs evaluates training needs and participates in the selection of instructors.Instruct training courses and facilitates training presentations by other instructors.Maintain instructor/facilitator webpages to support trainers.Designs and develops plans, procedures, and programs to meet specific training needs and problems. This may include reviewing courses and assisting in writing scenarios for training, to include Safety and Health (S&H) courses, job performance measures, and knowledge of learning management systems.Participate in building employee competencies, on the job training evaluations, and task qualifications; work with other training specialists and managers to evaluate and assess knowledge, skills, and abilities needed to perform job functions as a part of the Job Analysis and Training Review (JATR) process.Develop and maintain learning plans, competencies, and other required learning in the learning management system.Assists in the development of S&H qualifications and competencies. Other competencies may require development on an ad hoc basis.Work with training specialists and registrars to coordinate, schedule, and prepare materials for instructor led training to include S&H.Provide outstanding customer service and use a learning management system to pull reports, track requirements, and assist managers and employees in their training needs.Collect, maintain, and utilize training data to complete records of completion, deficiency reports, and other training reports as required.Trains and mentors more junior staff.Other duties as assigned.

Requirements

Education and Experience

Bachelor's degree in training, instructional design, organizational development or related field, or equivalent

A minimum of 7 years of relevant experience.

Knowledge and Skills

Working knowledge of modern adult learning principles and techniques.

Experience creating online modules and instructor-based training sessions, instructor- led training guides, supporting materials following an ADDIE/SAT (or similar) instructional design process.

Ability to organize employee and student curriculums based on job field or functional areas of responsibility.

Working knowledge of a wide range of instructional technologies including the ability to assist instructional faculty and program staff in choosing/implementing the best methods to meet the programs identified needs.

Strong written, verbal and visual communication skills.

Knowledge of instruction design software suites and learning management systems.

Ability to work in a fast paced, rapidly evolving and fluid environment; must be able to manage multiple projects, sometimes on tight deadlines, while liaising with multiple project managers.

Ability to work with all departments and learners of every level.

Strong attention to detail and ability to follow up on matters quickly.
