Minimum Qualifications Transfer Opportunity:Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. Non-Competitive Minimum Qualifications Under the NY HELPS Program:To be eligible for appointment, candidates must have: A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.Examples of non-qualifying experience include but are not limited to: experience where the primary population served consists of individuals receiving developmental disabilities services, juvenile justice services, criminal justice services, health services, foster care services, social services, or substance use disorder services OR where your experience is part of an internship or externships; providing direct care and/or support services, such as those normally provided by therapy aides, nursing assistants, direct support aides, and caseworkers.

Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Long Island Field Office located in West Brentwood, New York. The incumbent will be assigned to the Licensing/Certification Unit within the Field Office and, based on assignments, will be required to travel, including overnights as needed, to cover the 150+ OMH licensed programs in the Long Island Region. Specific duties include, but are not limited to, the following:Conduct on-site inspections of licensed mental health programs including inpatient, outpatient and community residential facilities to determine compliance with OMH regulations. Prepare final recommendations and written reports for renewal of certification and the issuance of an operating certificate.Investigate complaints, document findings, and prepare reports.Process Mental Health Provider Data Exchange (MHPD) requests, including EZ Prior Approval Reviews (EZ PARs) and Administrative Actions (AAs).Maintain knowledge and familiarity of New York Codes, Rules and Regulations and Mental Hygiene Law.Interpret OMH policy as it applies to specific situations involving State and local providers.Provide technical assistance to programs licensed by OMH.Participate in special projects as assigned as well as systems transformation initiatives.
