Summary:The Idaho Department of Correction (IDOC) seeks candidates for the position of Buyer at their Central Office located in Boise, Idaho. This position will be a part of IDOC’s Contract Administration Unit under the Management Services Division, the Buyer Officer works cross-collaboratively with departments across the agency to provide procurement and contract support.This position reports to the Purchasing Agent and works closely with internal and external stakeholders to purchase supplies, services, material, and equipment for a department; research and perform value analysis on products, services and equipment; and perform related work.Responsibilities:Purchasing:Determines product, equipment and service requirementsDetermines methods of acquisitionPrepares specifications, selects vendors and requests written bids/telephone quotes on purchases within delegated authorityReviews and evaluates bids, records bid information including vendor price, payment terms, deliveryIssues awardsMay prepare bid and RFPs that may include value analysis, life cycle costing and weighted value procedures for purchases that are processed through Division of PurchasingMay review, evaluate and recommend bid award to Division of PurchasingAdvises users about product and service availability and specification preparationAdvises users on legal requirements and policies and procedures established for procurementResolves vendor-user conflictsMay obtain and issue emergency purchase authorizationsProduct research and value analysis:Conducts research to identify products or equipment for potential department useRequests information about products and servicesMay attend trade showsMeets with vendors to receive product and service informationPerforms value analysisAnalyzes quality, price, source of supply, delivery date, shipping charges and final costPerforms life-cycle costing including analyzing equipment long-term maintenance and expenses to determine residual value, and related operating expenseMinimum Qualifications:Knowledge preparing and evaluating written specifications that include value analysis, life cycle costing, and weighted value. This is typically gained by at least one year of experience preparing & evaluating specifications using described methodologies. OR Completion of three credits of college level coursework covering life-cycle principles, OR on-the-job training recognizing commodities that have life cycle costing factors with training as to when and how to use those factors in preparing bid specifications.Experience performing detailed review of purchasing invoices, purchase orders, formal bids, contracts, and requisitions to ensure conformance with policies and procedures. Typically gained by a minimum of one year of experience reviewing purchasing orders, and requisitions to insure conformance with policies and procedures.Experience preparing, evaluating, and completing specifications for products and services.
