Why does the job exist?

The incumbent in this position will provide consultation, direction and oversight of supervisors to monitor office practice; develop and implement program improvement plans to improve outcomes for children and families; and use management information reports and Quality Assurance information to monitor practice and performance improvement plans. Oversee the work of office staff to ensure adherence to policies and procedures and take action as necessary to provide compliance; design, implement and monitor office based program improvement plans based upon management information reports and quality assurance review; review FACTS to assist in determining office compliance with policies and procedures; and provide information and direction to permanency supervisors. Evaluate and review the performance of office employees in accordance with SPO regulations; preparation, compliance and monitoring of budget; implementing and/or ensuring implementation of all required personnel actions in a timely manner to include but not limited to advertising for vacant positions, hiring, terminations, and/or corrective action: and providing and reviewing office practice in regards to records management. Meet with community partners such as law enforcement, school officials, service providers, medical community, child care centers, judicial community, foster parents, CASAs, etc. outside of case specific issues; provide community, central office and staff access to receive and respond to issues, concerns and/or complaints: provides/arranges for response to community, clients, and staff in a timely manner; works cooperatively with other CYFD staff to provide the timely and appropriate delivery of services to PS clients; develops, provides and/or arranges for permanency staff retention efforts.

How does it get done?

1. This position manages the daily operation of permanency supervisors and field staff so as to permit the attainment of federal national standards and performance based budget measures. (40%)2. Work to ensure that principles of quality practice through adherence to policies and procedures are met in protective services cases.(25%)3. Adherence to administrative management principles in the areas of budget, personnel, and general office management. (25%)4. Develop and maintain a positive relationship with staff, other agencies and community partners. (10%)

Ideal Candidate

Experience as it relates to:• Working directly with Children, Youth, and their families;

• Partner with Community Service providers as it relates to Children, and Youth;

• Working with Youth in a school setting;

• Determining eligibility for services that might be needed for the Children, Youth and Families;

• Conduct and complete assessments of safety, risks, strengths, and family needs;

• Developing Safety plans for the Children, Youth and Families;

• Participate in multidisciplinary meetings;

• Identify, provide, and/or arrange timely assessments/evaluations/ interviews;

• Conduct medical case management activities for eligible clients.

Minimum Qualification

Masters Degree in any field of study from an accredited college or university and four (4) years of experience in the management and direct provision of child welfare services, policy and procedure writing, and program research and development. Any combination of education from an accredited college or university and/or direct experience in child welfare totaling ten (10) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting: late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel is required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints.
