Under limited supervision, analyzes customer business needs and participates in the planning, design, and implementation of systems. Serves as subject matter expert, providing authoritative guidance for professional staff. May also serve in a lead role.

Technical Business Analyst Responsibilities:• Assist in developing technical aspects of the GTA's strategy to ensure alignment with its business goals• Discover and implement new technologies that yield competitive advantage, with a focus on cloud solutions• Help departments use technology profitably• Review system infrastructure to ensure functionality and efficiency• Assist in building quality assurance and data protection processes• Performing system analyses on software programs, applications, and web services.• Determining system efficiency and functionality by liaising with internal departments and end-users.• Reporting to Management and obtaining approval for system development projects.• Provide assistance and guidance in efficiently integrating new systems, programs, and applications with business operations and services.• Ensuring projects include processes that include end-user proficiency with new systems, programs, and applications across departments.• Verify that computer hardware (Server and EUC) remains compatible with system enhancements and updates.• Develop and promote system efficiency and security by integrating performance metrics and encryption.• Provide coaching and institutional knowledge to all stakeholders to ensure that all relevant information is understood and explainable.• Balance multiple priorities and deliverables to maintain forward progress and ensure customer expectations are met

Technical Business Analyst Requirements:• A bachelor's degree in computer science or information technology, and an accredited qualification in management consultancy, or similar.• Extensive experience in technical business analysis in a government environment. (5+ years, 2+ in government)• HCM and Data Modeling Experience preferred (3+ years)• Advanced knowledge of programming languages like SQL and system integration solutions. (3+ years)• Ability to facilitate internal end-user proficiency. (2+ years)• Ability to design and maintain efficient customer portal support and feedback channels. (3+ years)• Advanced knowledge of data security and encryption. (2+ years)• Experience with ERP and SAAS procurements and/or implementations. (3+ years)• Knowledge of relevant licensing and industry compliance regulations. (3+ years)• Ability to keep up with IT advancements.• Exceptional communication skills toward facilitating the use of new software systems.
