JOB SUMMARY

Under general supervision, performs difficult case management duties for programs administered by the City Social Services Department. Employees in this class handle those cases that require greater involvement in sensitive and traumatic situations and complex duties such as: interviewing/investigating in cases involving suspected child/adult abuse/neglect, out-of-home placements, guardianships, emergency protective orders, and adoptions; testifying in legal proceedings; and placing children in foster/adoptive homes.Employee establishes and maintains effective relationships with clients, families and other human service agencies; and works to coordinate services and resources for clients of assigned caseload.Employees have contacts with others and influence outcomes by participating on task forces, in permanency planning team meetings, and Family Partnership Meetings. Program areas generally include Adult Protective Services, Child Protective Services, Foster Care, and Adoptions. Employees are also responsible for general case management duties to include maintaining a variety of records and files pertaining to assigned cases, writing and preparing various required reports. The Family Services Specialist, Foster Care worker will work closely under the guidance of the Foster Care senior worker and will be responsible ensuring the safety of the children in the 22401-zip code. Once trained, this position will be required to be a part of the on-call rotation schedule and may have to respond out in certain situations with a response time of within 1 hour.

Knowledge, Skills and Abilities:

Knowledge - Considerable knowledge of: social work principles and practices; human behavior and motivational theory; laws, policies, and regulations relating to human services program areas; investigating and interviewing techniques; legal procedures as related to program area; and social, economic, and health problems.

Skills- Skill in operating a personal computer and the associated software and the operation of a motor vehicle.

Abilities- Demonstrated ability to: communicate effectively both orally and in writing; interview, assess needs, counsel and refer clients to other resources as needed; investigate high risk cases; testify in court proceedings; develop and present training programs and other presentations; interpret program laws, policies and regulations; develop and implement service plans in order to insure the delivery of appropriate services to the client; analyze case information to make sound judgments within the framework of existing laws, policies, and regulations; respond to the client's emotions in order to accomplish services objectives; develop speeches and represent the agency on program training and workshops; work in stressful situations and maintain diplomacy; plan and manage own work activities including service delivery preparing reports, and correspondence, record keeping responsibilities and related activities; establish and maintain effective relationships with others; and stay abreast of current trends and developments in the social work field.

Minimum Requirements:

Minimum of a Bachelor's degree in Social Work or a Human Services field Or minimum of a Bachelor's degree in any field with a minimum of 2 years appropriate and related experience in a Human Services area.Considerable experience in assigned program area and completion of required training programs or equivalent combination of training and experience which provides the required knowledge, skills and abilities.Must be able to pass a criminal background check to include a clean search of the Virginia Child Abuse and Neglect Central Registry (no current findings or cases associated to you).A valid state driver's license that meets the standards for the City of Fredericksburg.Preferred Qualifications:

Considerable experience in assigned program area (Foster Care) and completion of required training programs (VDSS) or equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Work Environment:

The work is regularly performed in an environment where the employee must deal with crisis situations that require major decisions involving people, resources, and property. Tasks may risk exposure to high levels of stress and/or violence from distressed clients and their families. This position is eligible for telework according to established policy.
