Position Overview

This position is located in the Children Services section.

Examples of Duties

The duties and responsibilities of the person in this position are determining and re-determining Title IV-E eligibility and Medicaid Eligibility for children in the custody of the Cumberland County Department of Social Services. This person will also determine Medicaid eligibility for children who are eligible for adoption assistance. This includes processing new applications, verifying documentation, and keying information into database systems. Worker will be involved with child welfare staff assigned to the Child Protection and Placement Section.

The worker in this position must be human-services oriented and possess the ability to interact well with supervisors, social workers, co-workers, foster parents and customers and be able to work well independently and in a team environment. This worker will also work closely with the legal staff to ensure court orders have required language to meet IV-E regulations. This worker must respond to disasters as needed in accordance with The Cumberland County DSS policy, in the event of a natural or man-made disaster or upon the declaration of a state of emergency by the Cumberland County Emergency Management Office.

This position will routinely utilize appropriate program manuals and other policy materials as a basis for making case decisions. This employee is expected to make the final decision in determining eligibility by exercising prudent judgment and being able to recognize situations that should be referred to the Supervisor for disposition.

Minimum Qualifications

PREFERRED EDUCATION & EXPERIENCE:

Graduation from a four-year accredited college or university and related customer service experience and one (1) year of Income Maintenance Caseworker experience; OR one (1) year of Income Maintenance Caseworker experience with an average performance score exceeding 3.50.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

One year of experience as an Income Maintenance Caseworker I; or an equivalent combination of training and experience.

Knowledge, Skills and Abilities

KNOWLEDGE, SKILLS, AND ABILITIES:

Good mathematical reasoning and computational skills. Ability to communicate with clients, applicants, and the public to obtain data, and to explain and interpret Income Maintenance rules, policies, and procedures. Ability to understand the needs and problems of customers/applicants. Ability to learn the program area of assignment and all agency programs and services which could affect the customer/applicant. Ability to use the computer for data entry or word processing.

CONDITIONS OF EMPLOYMENT:

MILEAGE

$0.54 reimbursement per mile driven using personal automobile for company business.

DRIVERS LICENSE

If you presently have an out-of state license, you must obtain a valid NC Driver's License prior to beginning employment with Cumberland County DSS.

Unreduced retirement benefits at age 65 with 5 years of service: or at age 60 with 25 years of credit, or any age after 30 years of service; reduced benefits after age 50 and 20 years of service or at age 60 with 5 years of service; disability benefits available after 5 years of service; death benefit paid to your beneficiary if you die in active service after one year of service.

EMPLOYMENT BENEFITS

SCHOOL PARTICIPATION LEAVE

Employee will be granted 4 hours per County fiscal year (July 1 - June 30) to attend child's school (Day Care - 12) for involvement at the child's school. Employee should furnish written verification from child's school that employee attended or was otherwise involved at that school during the time of leave.
