JOB STATUS: UNTIL FILLED POSTING DATE: 08/19/2024 POSTING NUMBER: E24/25.70.25.5 LOCATION: Career Center POSITION TITLE: OUTREACH SPECIALIST, (TEEN PROGRAM)JOB DESCRIPTION:Human Resources announces openings for a part-time Outreach Specialist (Teen Program) position. This is a Grade E-10 position.

GENERAL STATEMENT OF DUTIES

Collaborates with other teenage parenting staff in the operation of the programs serving pregnant and parenting teens; incumbent is responsible for the day-to-day operation of the program; supports efforts to keep expecting teens and teenage parents in school; encourages appropriate support from family members and community agencies.

SUPERVISION

Work is performed under the general supervision of the Director of Counseling as well as the coordinator.

DISTINGUISHING CHARACTERISTICS

This is a single-position classification assigned only to Arlington Career Center, Teen Parenting Program.

GUIDELINES

A wide range of federal and state regulations, mandates, judicial decisions relating to day-care facilities; supervisor's instructions.

Other APS central staff, principals, teachers, student services staff, students, parents, grandparents, community agencies, colleagues.RESPONSIBILITIES:ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.)

Conducts community outreach to establish direct contact with pregnant teens, teen parents, and their families to engage them in program activities.

Facilitates school enrollment for eligible referrals, supports student's attendance and academic engagement.

As a case manager, conducts comprehensive assessment of student's needs (i.e., basic needs, safety, health, education, social emotional, developmental), develops a plan and monitor's progress.

Connects students with community resources, facilitates access to support, provides assistance and advocacy as needed.

Collaborates with school staff (school counselors, social workers, attendance specialists, nurses, teachers) to coordinate support for students.

Collaborates with community agencies serving teenage parents (Department of Human services, Child Welfare, Child Care Office, Public Health, Virginia Hospital Center, Healthy Families, JDRC).

Coordination and provision of transportation (student and their children's health appointments, social services appointments, DHS visits).

Provides crisis management, counseling supports and referrals to appropriate services.

Works cooperatively with Teenage Parenting program staff, supports planning and implementation of all aspects of program functioning.EXPERIENCE:REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Understanding and sensitivity for the educational needs of culturally diverse young parents to include individuals with limited English proficiency.

Ability to establish and maintain rapport with students, provide counseling and social emotional support as well as crisis intervention.

Ability to support the development of independent living skills and emerging parenting skills. Knowledge and understanding of infant and early childhood development.

Knowledge of community resources in the area. Ability to connect collaboratively with staff within community agencies.

Ability to work collaboratively as part of a team.QUALIFICATIONS:MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS

Bachelor's degree in social work, psychology, counseling, or related field.

LICENSE/CERTIFICATION

Valid driver's license

PHYSICAL ATTRIBUTES

Work requires those physical attributes related to walking, standing, sitting, operating office and

communications equipment, and lifting, moving, and carrying light equipment, supplies, etc.

HAZARDS/UNUSUAL DEMANDS

Most assignments generally involve only exposure to normal, everyday risks; however, some assignments.

May involve working with students with disabilities that require knowledge of intervention and restraint techniques.

Some assignments include activities in schools, centers, the community, and homes and require Incumbent to have or arrange for own transportation.

Duties include night and weekend activities.

Work is subject to normal interruptions.

Some activities involve working with individuals that may become irate, hostile, and demonstrate behavioral and emotional challenges towards parents and students.APPLY TO: SALARY:Salary range of $81,522 to $133,617 per hour based upon 24/25 pay plan.
