About this position:

The DOTD Program Specialist 1 – 3 assists five DOTD Program Specialist 4s in the coordination, administration, development, implementation and maintenance of policies and procedures relative to special projects, training, safety, and transportation planning programs. Under the supervision of the Program Director, this position is responsible for drafting, maintaining, and implementing standards and guidelines for special projects/programs. This position uses independent judgment and initiative to manage the administrative workflow within the Public Transportation Section.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

JOB DISTINCTIONS:

Examples of Work

The DOTD Program Specialist 1 – 3 assists five DOTD Program Specialist 4s in the coordination, administration, development, implementation and maintenance of policies and procedures relative to special projects, training, safety, and transportation planning programs. Under the supervision of the Program Director, this position is responsible for drafting, maintaining, and implementing standards and guidelines for special projects/programs. This position uses independent judgment and initiative to manage the administrative workflow within the Public Transportation Section.

40% Oversees the Federal Transit Administration (FTA) Drug and Alcohol Program for the Rural Transit Providers statewide. This incumbent must work independently to ensure the FTA Drug and Alcohol program with sub-recipients remain in compliance with all federal regulations by conducting annual on-site reviews of transit agencies and drug testing facilities, managing the FTA Drug and Alcohol MIS (DAMIS) reporting by tracking, reviewing and analyzing transit providers reports, and submitting the final report to FTA.

Ensures accuracy of assigned FTA programs by maintaining databases, generating reports, ensuring information/data integrity of all reports. Assist with gathering, reviewing and reporting subrecipient data for the National Transit Database report due annually. Functions as the Section's Safety Officer, representing the Section at safety meetings. Conducts various activities, including office meetings and distribution of reading materials, to promote safety among staff. Maintains the Section's first aid kit and files on all safety projects. Prepares monthly activity reports for the Public Transportation and Safety Administrators. Schedules and notifies staff of safety training programs, maintaining a log of attendance statistics. Prepares the Section's accident/incident reports, obtains the required signatures, and forwards them to the Safety Section, with follow-up as necessary. Prepares and maintains records of all workers' compensation forms for the Section.

Manages and maintains the Public Transportation Section files including all confidential files, personnel files, Public Transportation Policy files, DOTD Manuals, Employee Training Records, Expense Accounts, correspondence, purchasing and timesheets in accordance with the Department’s Record Retention Policy and the Content Manager Program. Independently review all project files for each subrecipient to ensure compliance with documentation in preparation for State Management Review.

25% Assist in reviewing and processing financial reimbursements for transit providers and MPOs by ensuring compliance with federal regulations, applicable accounting and audit principles in Federal Transit Administration and Office of Management and Budget circulars. Performs related duties as required for efficient operation of the unit or section including claims processing and programmatic technical assistance as needed.

Reviews and recommends updates to transit providers website to ensure compliance with federal requirements including ADA Reasonable Accommodations and Civil Rights and provide assistance as needed to transit provider. Assist in reviewing subrecipients Non Discrimination Plans for compliance with federal regulations. Updates Administrative Handbook and recommends changes to Director and Assistant Director to policies and procedures annually or as needed.

15% Updates and prepares contracts; monitors the contractual process to ensure timely receipt, processing and execution of contracts; ensures that appropriate documents are included such as board resolutions; distributes fully executed copies of contracts to appropriate officials. Maintains tracking of operating, capital, and planning contracts through the approval process, tracking audit, claims, annual compliance reports and applications. Secures appropriate signatures and tracks all approval processes.

Independently assists and responds to inquiries from the general public and transit providers regarding transportation programs, available transit services in specific parishes, and transit-related complaints. Ensures the annual update of the Louisiana Transit Resource Guide in preparation for emergencies. Assists in the maintenance of the Section’s web page on the DOTD website, monitors the “Public Transportation Section” email address, and forwards emails to the appropriate staff for response.

10% Assist Accountant with procurement of supplies and equipment, expense travel reimbursements, and backup for payroll for the Public Transportation Section including inputting of documentation to be further processed through the LaGov/SAP system. Serves as a backup Public Transportation Section Crew Chief for Travel Card and P-Card Receives, sorts, prioritizes and delivers mail to appropriate personnel and briefs DOTD Program Director and/or DOTD Program Manager regarding any issues or conflicts. Updates and maintains status of information pertaining to locally funded agencies such as agency directors’ names, telephone lists, and mailing addresses. Handles or coordinates all mass mailings regarding program status/information to approximately 150 statewide agencies.

5% Serves as the Property Control Coordinator for the Public Transportation Section by representing the DOTD Program Director regarding all DOTD property control matters, maintaining accurate inventory, ensuring equipment and furniture are tagged, coordinating transfers and surplus of inventoried items, reporting missing, stolen or damaged items, and disposing of items.

Participates in FTA’s State Management Review of programs, FTA Title VI Compliance Reviews and other reviews as needed.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
