Functional Analyst: Office of Appellate Support (OAS) Technical Infrastructure Branch (TIB)

Sprezzatura Management Consulting is seeking a highly skilled and experienced Functional Analyst to join our team. The ideal candidate will be an authority in their area of specialization, with a strong ability to analyze existing systems, identify areas for improvement, and drive the development of new software or services. The Functional Analyst will be responsible for decomposing complex requirements, performing gap analyses, and recommending effective solutions. This role requires a deep understanding of business processes, technical specifications, and change management, ensuring the successful development and implementation of products.

Key Responsibilities:

System Analysis and Improvement:

Analyze existing systems to identify areas of improvement and enhancement.Conduct gap analyses to determine discrepancies between current systems and desired outcomes.Recommend and drive the adoption of new software or services that align with business needs.

Requirements Decomposition:

Analyze and break down complex requirements into manageable components.Collaborate with stakeholders to ensure that requirements are clearly defined and understood.Translate business needs into functional specifications that guide the development process.

Functional Specifications and Design:

Create detailed functional specifications, including wireframes, flowcharts, and process maps.Work closely with developers to ensure that products are built according to specifications.Oversee the development process, ensuring alignment with the defined functional requirements.

Change and Configuration Management:

Facilitate change management processes to ensure smooth transitions during system upgrades or new implementations.Manage configuration settings to maintain system integrity and performance.Monitor system performance, identify variances, and propose corrective actions as needed.

Quality Assurance and Validation:

Validate the functionality of end-products to ensure they meet the defined requirements.Perform thorough testing to confirm that solutions are aligned with business needs and specifications.Identify and resolve any issues or discrepancies before final product release.

Documentation and Reporting:

Prepare technical user manuals, system configuration documents, and other technical reports.Ensure that documentation is clear, accurate, and accessible to relevant stakeholders.Provide training and support to users to facilitate the adoption of new systems or processes.

Qualifications:

Minimum of five (5) years of experience as a Functional Analyst or in a related role.Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field.Expertise in system analysis, functional design, and requirement decomposition.Strong ability to perform gap analysis and recommend effective solutions.Experience in creating functional specifications, wireframes, and flowcharts.Knowledge of change management and configuration management processes.Excellent analytical, problem-solving, and communication skills.Proficiency in technical documentation and report preparation.Ability to work collaboratively with cross-functional teams and stakeholders.Preferred Qualifications:

BVA or VBMS ExperienceVACOLS application, Disability Appeals Claim or Court Management SystemBPMN and JIRA/Agile

Work Location: Hybrid role between remote work and occasional meetings with the client at 810 Vermont Avenue, NW, Washington, DC.
