Job Description:

ECS is seeking talented professionals who love a challenge to join us in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is a cloud-hosted solution comprised of multiple Commercial Off the Shelf (COTS), software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

The Business Analyst is responsible for working closely with stakeholders, Product Owners, and Agile teams to gather and analyze business requirements, ensuring that the solutions delivered align with business goals and objectives. The Business Analyst plays a crucial role in facilitating communication and collaboration within the SAFe framework. Specific responsibilities will include:

Requirement Gathering: Collaborate with stakeholders to gather detailed business requirements and translate them into user stories and acceptance criteriaBacklog Management: Assist the Product Owner in managing the product backlog, ensuring that it is prioritized and aligned with the business strategyFacilitate Communication: Act as a liaison between business stakeholders and Agile teams, ensuring clear and consistent communicationSupport PI Planning: Participate in Planning Interval (PI) Planning sessions, helping to define and prioritize features and user storiesContinuous Improvement: Identify opportunities for process improvements and contribute to the continuous improvement of the SAFe implementationDocumentation: Create and maintain comprehensive documentation of business requirements, user stories, and acceptance criteriaRisk Management: Identify and manage risks associated with business requirements and ensure that they are addressed proactivelyStakeholder Engagement: Engage with stakeholders to understand their needs and ensure that the delivered solutions meet their expectationsRequired Skills:

US citizenship with ability to obtain Public Trust SuitabilityBachelor's degree in Business Administration, Computer Science, Information Technology, or equivalent technical project experienceMinimum of 5 years of experience as a Business Analyst in an Agile environmentStrong understanding of SAFe principles and Lean-Agile practicesExcellent communication and interpersonal skills, with the ability to work effectively with cross-functional teamsProven ability to analyze complex business requirements and translate them into actionable user storiesStrong analytical and problem-solving skillsProven expertise in deliverable tracking in an Agile environmentExperience with Agile tools (for example JIRA, Confluence, Azure DevOps, etc.)Desired Skills:

Solid understanding of Amazon Web Services offeringsExperience with DHS Programs and the DHS Systems Engineering LifecycleSAFe Agile Experience and/or CertificationKnowledge of cyber frameworks, tools, and technologies
