We support IT organizations by bringing precision technology and operation models that achieve mission capabilities and performance success.Position Description:We are seeking a Lead Business Analyst to provide insight into the impact of public programs that advance our society. For more than 20 years, LCG, Inc. has been a leading provider of technology-based consulting services, biomedical research support, grants management, decision analytics, software engineering and IT operations that enhance the transparency, efficiency, and empowerment of programs with health and science missions.Duties and Responsibilities:Experience in determining explicit and implicit needs of various stakeholders.Conduct regular meetings and discussions with clients to understand their business objectives, needs, and challenges.Translate client requests and ideas into clear, detailed requirements that can be used by the development team.Serve as the subject matter expert on the various business areas/programs of the institute.Lead the process of gathering, documenting, and analyzing business requirements through interviews, meeting sessions and data analysis.Create and maintain detailed requirement documents, including use cases, user stories and process flows.Ability to manage requirements scope from discovery through delivery.Create a variety of EPLC artifacts as needed.Experience with agile development methodologies and agile planning tools.Strong problem resolution, negotiation and influencing skills.Ability to engage developers and business stakeholders and develop as-is business process models for each information system.Collaborate with clients to review and validate requirements to ensure they accurately represent the client's vision.Develop Alternatives Analysis documents and business cases as needed.Recommend improvements and support the improvement of the IT business processes.Evaluate project progress, resources, budget, schedules, workflow, and reporting.Evaluate project reporting plan and actual project reports to verify project status is accurately traced using project metrics.Verify that lines of reporting and responsibility provide adequate technical and managerial oversight of the project.Provide detailed cost tracking and schedule analyses to assess progress and risks for all IRMB projects.Stay up to date with industry best practices and emerging technologies.Share insights and propose improvements to the business analysis process to enhance efficiency and effectiveness.Monitor project scope changes and management of change order process.Prepare management reports of key project performance indicators.Recommend performance solutions to protect project budget and schedule.Provide objective assessments of project performance, the use of assigned resources, and adherence to established processes.

Requirements:A bachelor's degree in a related field.Federal customer experience supporting HHS, preferably NIH.Proven experience as a Lead/Sr Business Analyst with project management responsibilities.Excellent communication, leadership, and interpersonal skills.Experience implementing software development projects and proficiency in business analysis tools and techniques.Experience in project management skills and knowledge of software development methodologies (Agile, Waterfall, etc.).

Compensation and BenefitsThe projected compensation range for this position is $133,888 to $173,525 per year benchmarked in the Washington, D.C. metropolitan area. The target salary for this role is $143,450. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
