GENERAL DESCRIPTION OF POSITION

The primary function of this position is to provide oversight for all human resource services through development of policies and coordinating human resources activities, such as employment, compensation, labor relations, benefits, employee credentialing/licensure, training, new hire onboarding, and employee services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

**Compliance & Reporting **

Maintain knowledge of and ensure the company follows all federal and state employment law to include understanding of regulations, industry trends, current practices, new developments and applicable laws regarding Human Resources. Ensure all required federal and state employee notices and posters are posted for employee access and remain up to date.

Complies with federal and state disability laws and makes reasonable accommodations for applicants and employees with disabilities.

Works with operations and facilities management to guarantee a safe and secure working environment and maintain compliance with Occupational Safety and Health Act (OSHA) standards.

Administers and facilitates workers’ compensation program; works with management to identify light duty accommodations; communicates progress and claims issues with insurance company claims representative; maintains all appropriate documentation.

Process FMLA requests and maintain documentation for compliance.

Initiate and maintain employee credentialing along with employee licensure.

Maintain employee records including the completion of verifications of employment/earnings.

Process questionnaires and documents for unemployment compensation matters and represent the company during the unemployment claims process.

Ensure all company HR policies are applied consistently.

Field employment-related questions from applicants and employees, referring sensitive matters to the appropriate supervisors.

Investigate employee issues and conflicts and brings them to resolution. Facilitate employee offboarding and exit interview process as needed.

May act as a witness for supervisors administering disciplinary action or termination.

Answer general HR-related questions regarding policy, procedures, benefits and employee relations, maintain accurate documentation.

Oversee the development and administration of recruiting and onboarding processes.

Maintain recruiting and placement process consistent within the organization and compliant with state and federal regulation.

Develop training materials and performance management programs to help ensure employees understand their job responsibilities. Ensure monitoring of all required annual training.

Monitor changes in employment law and train managers in employment law to ensure compliance.

Assist with the development and application of HR concepts, practices, policy and procedures to address organizational needs.

Performs benefits administration and communicates benefits to employees.

Champion our self-insured program, including analyzing health cost data and promoting our extra program savings. This also includes working with our insurance “captive” and learning new cost saving programs as well as attending conferences.

Assist CFO with payroll processing and any required state and federal reporting.

Process related questionnaires for verification of earnings.

Provide recommendations to the leadership team of the company’s overall benefits and compensation programs to maintain a competitive and cost-effective program.

Supervise administration of PTO usage and carryovers based on policy guidelines.

Partner with management to ensure strategic HR goals are aligned with business initiatives.

Design and implement employee retention strategies.

Maintain HR systems and processes.

Employee Relations

Other duties as assigned

Be a positive company representative in all internal and external communications.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

Bachelor’s degree in business, human resources, or related field. MBA preferred.

Four years’ experience in human resources is required and two years’ experience in management role is preferred.

SHRM certification is preferred.

Healthcare experience is preferred.

Demonstrate public speaking ability. Able to articulate to staff efficiently and effectively.

Demonstrate effective analytical and problem-solving skills. Able to exercise judgment, logic, and initiative.

Demonstrate training, supervisory, service, management, and leadership ability.

Possess strong written/oral communication, organizational, and planning skills.

Ability to exercise confidentiality and discretionary judgment.

Ability to work independently as well as in a team environment to manage priorities, coordinate and balance several diverse projects simultaneously.

Proficient computer user with a working knowledge of Windows, Outlook, Word, Excel, Access, Publisher and PowerPoint required.

PHYSICAL REQUIREMENTS

Prolonged periods of sitting at a desk and working on a computer.

Occasional bending and reaching.

Frequently moves boxes weighing up to 50 pounds across office for various needs.

ADDITIONAL REQUIREMENTS

Clear Criminal Record Check, Arkansas Child & Adult Maltreatment Regulatory Checks, FBI Regulatory Check, including National Sex Offender Registry

Pass a drug screen (upon hire, annually, and/or randomly)

Travel may be required

Valid Arkansas Driver's License with clear driving record
