Responsibilities You will draft and publish Communications security (COMSEC) / Key Management Infrastructure (KMI) policy directives, standards, and procedures pertaining to COMSEC material security, training, handling, and accounting within the Marine Corps. You will coordinate acquisition of all COMSEC material and publications for Marine Corps major subordinate commands and operating forces. Establish and disestablish Marine Corps KMI numbered accounts. You will develop, modify, and maintain cybersecurity plans, strategy, and policy for a major agency organization to support and align with changes in the organization's business requirements, processes, and regulatory compliance. You will evaluate and develop directives to implement high-level policy changes that impact significant agency cybersecurity programs or projects. You will ensure cyber workforce management policies and processes comply with legal and organizational requirements regarding equal opportunity, diversity, and fair hiring/employment practices. You will reviews and assess cyber workforce effectiveness to adjust skill and/or qualification standards. You will perform long-range planning and analysis for the organization's OPSEC and cybersecurity program, recommending resource allocations required to securely operate and maintain the organization's cybersecurity requirements. You will provide regular status of Marine Corps COMSEC material to KMI accounts and planners, as well Marine Corps leadership. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as: develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs. Education Additional Information This position is located in the Information Compliance - Cybersecurity Branch (ICC/CYBER), Information Command, Control, Communications and Computers Division (IC4), Deputy Commandant Information (DC I), Headquarters, U.S. Marine Corps. The Director IC4 is responsible for planning, directing, coordinating, and overseeing C4 and IT capabilities that support the war fighting functions. The Division influences the combat development process by establishing policy and standards for developing the enterprise architecture. This position provides the resident expertise on a wide variety of cybersecurity issues to meet Marine Corps program needs in a complex service headquarters and Joint/DoD level environment. Salary range, $139,395 through $181,216 (GS14). This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 723 COMSEC Manager and 752 Cyber Policy and Strategy Planner levels Advanced within 12 months of appointment. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Recruit/relocation incentive may or may not be offered. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
