Description Of Job

JOB CLASSIFICATION: Human Resources Specialist VI (H4G6XX)

This position manages the daily operations of the HR Unit, which includes overseeing workload, implementing initiatives assigned by the HR Director, and supervising HR professionals. The position is responsible for the Department’s recruiting program, personal services agreement, coordinating staffing management elements with workforce development and staff engagement, and is the lead resource in the specialty areas of workforce planning and selection for the Unit.

Position Is Primarily Responsible For:

Planning, prioritizing, assigning, analyzing and monitoring workload data, and maintaining appropriate staffing levels to ensure the quality and quantity of work products meet standards and deadlines for deliverables for the Unit’s goals and objectives.

Supervising HR team members, including determining assignments and priorities, reviewing progress, setting schedules and approving absences, identifying training and developmental needs, providing feedback, coaching, and planning and evaluating performance.

Reviewing, revising, and developing internal operating processes and procedures.

Working with managers on the full scope of the recruitment process from intake to hire.

Leading HR workforce planning initiatives such as succession planning, workforce development, employee lifecycle activities, and employee engagement.

With the HR Director, advises and collaborates on any HR-related trainings for the Department.

Review and approve personal services agreements.

Preparing monthly and quarterly reports on various metrics, team performance, as well as other data analytics as identified by the HR Director.

Supervising, conducting or participating in investigations, mediation, dispute resolution and grievances, discrimination and sexual harassment complaints, reasonable accommodation requests, workplace violence and substance abuse issues, corrective/disciplinary actions, and other related actions involving employee rights.

Operating as the primary lead or resource to the HR Unit staff on selection/recruitment and the workforce planning elements of succession planning, employee development and engagement.

Minimum Qualifications

Nine years of professional human resources experience, which must have included the following:

Managing selection processes, including developing and conducting job analysis, recruitment strategies, job announcements, and candidate assessments.

Thorough knowledge of state personnel rules, technical guidance and Colorado revised statutes and experience in interpreting and making business decisions based upon that knowledge.

Employee relations and investigation experience.

State of CO Personnel Certification in Job Evaluation, Selection, and Personal Services Contracts.

Consulting with hiring managers regarding hiring practices (e.g. conducting interviews, recruiting for hard-to-fill positions, etc.).

Organizational/business development and design.

Two (2) years of supervisory experience.

This experience must include at least 3 years working in the State of Colorado as a Human Resources professional.

OR

Graduation from an accredited college or university with a bachelor’s degree in Industrial/Organizational Psychology, Human Resource Management or a closely related field;

AND

5 years of professional experience in a combination of the following: human resources, recruitment, employee relations, FMLA administration, or health and wellness benefit plan administration.

Preferred Qualifications

Previous supervisory experience.

Experience utilizing a Human Resource Information System (HRIS).

Certification from a professional human resources organization (e.g. PHR, SPHR, SHRM, IPMA-CP, etc.).

Demonstrated experience with conflict resolution and management.

Demonstrated experience creating and implementing initiatives related to employee morale, engagement, retention, etc.
