New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

About the Alignment and Delivery Unit

The Alignment and Delivery Unit (ADU) is responsible for driving the achievement of TEA's Strategic Plan with a focus on results. We serve as performance managers and data analysts for agency initiatives and workstreams. In this role, we lead strategic planning for the agency and support initiative planning with agency staff; we are responsible for the performance routines to monitor and report on progress; we support analyzing data and solving problems; and we build relationships and facilitate cross-team connections. Position Overview

The Texas Education Agency (TEA) is responsible for oversight of the primary and secondary education of over 5.4 million students in Texas public schools. A strong, aligned strategic plan is critical to successfully achieving our vision to prepare the public-school students in Texas for success in college, career, or the military.

The Performance Data Analyst (Data Analyst IV) will play a critical role in the performance measurement of priority agency initiatives key to the successful execution of TEA's strategic plan. TEA is focused on providing supports around strategic planning and performance management to districts to better support the implementation of Agency initiatives, including initiatives that are funded through the Coronavirus Response and Relief Supplemental Appropriations (CRRSA). The individual in this role will work with internal stakeholders to develop and monitor performance metrics, develop data and performance management dashboards, and establish data collection and management systems. This position reports to the Director of Performance Data Analytics and works closely with the Director of Strategic Alignment and Performance, Associate Commissioner of Organizational Development, Deputy Commissioner of Operations, the Commissioner of Education, and several internal senior stakeholders.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Data/Metrics Infrastructure -

Develop data systems tailored to high priority strategic initiatives for the purpose of project and performance management, systems include data collection, data element inventories, and best practices in data management; support application development and propose and implement data collection systems (e.g. data lakes/warehouses)

2. Performance Management Reporting -

Develop and monitor performance metrics; develop data and performance management dashboards, process and manipulate raw program data, create and maintain analysis datasets, and visualize initiative-level performance metrics

3. Capacity Building and Personal Growth -

Deliver tailored coaching and targeted support for project owners to support effective use of data and Smartsheet tools for the purpose of project and performance management; continuously grow and strengthen skills in the areas of reporting, data analytics, and data management

4. Team Collaboration -

Partner with Performance Managers to support specific Key Actions from the Strategic Plan; attend Performance Routines; assist in metrics development; respond to ad-hoc data requests

Qualifications:

Minimum Qualifications

• Education:

Graduation from an accredited four-year college or university.

• Experience:

At least four (4) four years of experience in data analytics or reporting; at least one (1) year of experience at a state agency, education focused non-profit, or school system; at least one (1) year of experience using Tableau or PowerBI to build data visualizations (consideration may be given to applicants that have a unique combination of education and work experience that indicates potential for success in this essential function of the role).

Other Qualifications

• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

• Demonstrated experience measuring and reporting on key performance indicators

• Highly proficient in Excel Knowledge of SQL and/or Python a plus

• Experience with project management tools such as Smartsheet

• Demonstrated experience in manipulating large data sets

• Demonstrated ability to support data-driven decision-making and provide real-time data insights

• Ability to develop and implement measurement plans for large, complex, projects

• Ability to monitor, problem solve, and continuously improve/iterate

• Experience reporting out on complex data in succinct, visual, and user-centric ways

• Ability to proactively build and maintain strong relationships with people across the organization including program owners, performance managers, operations and finance teams, and senior leadership

• Highly organized, which includes the ability to balance the demands of multiple projects at different stages of development while maintaining quality and consistency in a dynamic environment

• Collaborative and results-oriented with a desire to self-reflect, give/receive feedback and continuously improve

• Well-developed written and oral communication skills, and comfortable and confident in speaking and presenting to large groups of people

• Broad knowledge of Texas education preferred
