Within MITRE’s Intelligence Center, the Strategy and Policy Department has the mission to enhance our sponsors’ policy formulation, planning, and strategy execution across the national security enterprise through all-source intelligence and resource analysis that informs decision-making to address threats in an era of strategic competition. Our vision is to guide the formulation and implementation of strategy and policy that enables sponsor transformation and addresses emerging national and global challenges by unlocking the full potential of intelligence analysis to advance the missions of our sponsors. The Department is accountable and responsible for programs with the Office of the Director of National Intelligence (ODNI), the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S), and the Defense Intelligence Agency (DIA).

Roles & Responsibilities:

The Strategy and Policy Department seeks a Data Management expert for our work with the Office of the Director of National Intelligence to define data requirements for next generation IT systems and to help develop a data management plan and evaluate vendor’s proposals and approach for data architecture and content management. Candidates must have a deep understanding of data management, governance, and best practices and policies across the commercial and federal government environments. Candidates will have strong research, writing, and verbal skills along with the ability to explain technology options and benefits to non-technical audiences. Candidate must be able to work collaboratively with an integrated, federated MITRE team demonstrating strong teamwork and cooperation.

Responsibilities include:

Develop data management plans to identify management and governance approaches for data utilized across an organization; provide expertise and evaluate the design and management approach of datasets containing structured and unstructured data

Collaborate with engineering teams, government management, contractors, and other staff to establish data requirements for next generation IT systems; guide the migration of data from legacy systems to new solutions

Evaluate proposed approach to organize, store, and analyze data with attention to security and confidentiality; maintain proficiency in the latest data trends, technologies, and policies

Evaluate and advise on data management techniques for quality data collection to ensure adequacy, accuracy, and legitimacy of data; assist in the development of data management policies and procedures

Evaluate proposed approaches and procedures for efficient and secure data handling; provide technical expertise in the areas of data storage structures, data mining, and data cleansing

Provide guidance and approaches to resolve or mitigate complex data-related issues using expert knowledge and analysis; communicate complex information to individuals with various levels of IT knowledge

Engage with MITRE’s Data Analytics team and the government Senior Data Manager to provide strategic vision for data architecture, data content management, and data analytics

Basic Qualifications:

Current active U.S. Government clearance (TS/SCI) with polygraph

Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

Deep subject matter expertise concerning data management and data governance

This position has an on-site requirement of 5 days a week on-site.

Preferred Qualifications:

Experience managing structured and unstructured data stores

Capable of defining and executing a strategic vision

Excellent problem-solving skills and attention to detail

Strong communication and interpersonal skills

Strong writing skills

Ability to work in a fast-paced, dynamic environment
