Job Description

The Procurement Manager performs professional and administrative work in assisting the Procurement Division Director in the management of the Procurement Division operations in accordance with the County Procurement Policy, processes, and procedures. Supervises assigned procurement professionals. Acts on behalf of the Procurement Division Director. Does related work as required.

The hiring range for this position is from $87,068.80 to $119,724.80 based on experience.The full salary range for this position is from $87,068.80 to $152,380.80 to provide opportunity for growth and development.Examples of Duties

Performs a wide variety of administrative, supervisory, and staff development duties;Serves on behalf of the Procurement Division Director as needed;Supervises, trains, develops, and evaluates assigned staff;Provides guidance to assigned staff and County departments in the accurate interpretation and proper application of approved procurement methods, applicable laws, policies, and procedures;Reviews and approves work performed by assigned staff such as Invitation for Bids (IFBs), Request for Proposals (RFPs), Request for Quotes (RFQs), Contracts, Amendments, Task Orders, Modifications, etc.;Performs difficult and complex solicitation work for the procurement of goods, services, professional services, and construction;Serves as the first level backup for reviewing incoming requisitions from County wide departments and assigning to staff;Assists the Director in conducting procurement trainings and presentations for County department staff along with making recommendations for improving training and keeping all materials and resources up to date;Assists in the on-going maintenance and updating of the Procurement Policy and internal Standard Operating Procedures (SOP) ensuring it is up to date and accurate with all applicable laws, policies, practices, and procedures;Prepares reports including performance statistics, requisition and Purchase Order (PO) status, contract spend, and a variety of other special reports as needed;Leads and/or assists with special projects throughout the year including but not limited to yearly audit, review of Purchase Orders for appropriate action for fiscal year close out, and roll over requests;Serves as backup approver for items requiring Board approval in the County's Civic Clerk electronic system;Performs related tasks as required.Knowledge, Skills and Abilities

Comprehensive knowledge of the Virginia Public Procurement Act (VPPA) and procurement practices and procedures;Knowledge of the organization and function of local government;Knowledge of FOIA principles related to procurement activities and considerable knowledge of contract law;Excellent computer skills (MS Office Suite, financial systems and other web-based systems);Ability to make group presentations;Ability to conduct research as well as develop reports and findings;Ability to research, analyze findings, and make informed decisions on unusual and complex issues;Ability to assist stakeholders with procurement policies and procedures;Ability to deal courteously, tactfully, and effectively with all County staff, officials, vendors, and the general public;Ability to develop and maintain effective and harmonious relationships with all stakeholders;Ability to effectively supervise assigned staff and evaluate their work and professional development needs;Ability to communicate concisely, clearly, and coherently, both orally and in writing;Demonstrated adherence to ethics and ability to use good judgment.

Education and Experience

A combination of education and experience equivalent to graduation from an accredited college or university with a degree in business administration, finance, public administration, or a related field and six (6) years of procurement experience preferably in public administration, with three (3) of these years in a supervisory capacity is strongly preferred, or any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the duties of the position.

Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/or Virginia Contracting Officer (VCO) certifications are highly desirable, or the ability to earn and meet certification program requirements.
