Overview:

IVA'AL Solutions, LLC is seeking a Senior IT Portfolio Management Lead to provide services on a contract supporting The National Institutes of Health (NIH). We are looking for an experienced Senior IT Portfolio Management Lead to provide support for a federal health agency's IT services program. The Senior IT Portfolio Management Lead will act as a subject matter expert with deep knowledge in IT governance, federal IT portfolio management, and mission-oriented IT oversight. This role involves offering technical expertise in complex applications, operational environments, systems analysis, integration, and problem-solving. The Senior IT Portfolio Management Lead will focus on optimizing the customer's IT Investment Portfolio.

Key Responsibilities

IT Portfolio Management:

- Develop and implement a comprehensive IT portfolio management strategy that aligns with NIH's organizational goals and objectives.

- Optimize NIH's IT investment portfolios by using outcome-based metrics to link risk to value and validate portfolio decisions for achieving desired business outcomes.

- Conduct quality assurance reviews and analyses of NIH IT investment materials submitted for budgeting and reporting.

- Coordinate NIH-related IT data calls from NIH, HHS, OMB, and other federal entities.

- Prepare reports, summaries, and presentations of NIH IT Investment and Portfolio-related information for senior management.

- Collaborate with NIH's Institutes and Centers (ICs), Enterprise Systems, and Major Investments to collect and report IT Investments, including TBM requirements.

Capital Planning and Investment Control (CPIC):

- Support NIH's IT Investment Portfolio to ensure ongoing compliance with GAO, OMB, HHS, and NIH policies for CPIC, TBM, and EPLC.

- Prepare and distribute collection tools, guidance, and reporting templates for NIH IT Investment budget reporting requirements.

- Enter NIH IT Investment budget data into systems/tools as required by NIH, HHS, OMB, and other federal entities.

- Review NIH investment assessments and reports from GAO, OMB, and HHS, and collaborate with investment managers to provide appropriate responses.

Strategic Planning and Governance:

- Support strategic planning and innovative approaches to meet the evolving needs of NIH's IT Investment Portfolio, including tools, processes, and systems.

- Provide strategic and staff support to NIH's CPIC-related committees, governance groups, and working groups.

- Facilitate budget reviews, reporting on execution metrics, and performing variance analysis to improve planning for future investments.

- Support NIH's IT Acquisition Review Process.

Technology Strategy and Innovation:

- Analyze NIH's business and operating models, market trends, and the technology landscape to assess potential impacts on the organization's strategy.

- Develop technology-enabled business and operating models to provide NIH with viable options and transparency into execution challenges.

- Lead experiments with new technology to create innovative products and services and integrate them into NIH's operations.

Communication and Reporting:

- Support NIH senior leadership with executive-level communication and presentations.

- Maintain data in repositories like SharePoint and recommend improvements to enhance operational efficiency and decision-making.

- Provide strategy and support for conducting engaging and purpose-driven hybrid meetings.

Risk Management:

- Conduct risk analysis and threat assessments to identify potential risks within NIH's IT investments and develop mitigation strategies.

- Maintain updated risk registers and ensure risk-adjusted schedules for each NIH investment program.

- Summarize cost-benefit analyses to produce reliable lifecycle estimates for NIH's IT investments.

Vendor Management:

- Manage vendor integration for NIH projects, ensuring timely and accurate delivery of vendor tasks and reviewing deliverables.

- Provide strategic, technical, and analytical guidance to NIH project teams.

- Ensure proposed technical architectures align with NIH's IT vision and application architecture.

Quality Control:

- Develop and implement a Quality Control Plan for NIH IT investments, ensuring the timely and accurate submission of deliverables.

Requirements:

Skills and Expertise:

- Expert knowledge of federal policies related to Capital Planning and Investment Control (CPIC), including Technology Business Management (TBM) and EPLC requirements.

- Strong analytical, communication, and problem-solving skills.

- Proven ability to work collaboratively across teams and manage complex tasks efficiently.

- Experience in developing IT portfolio management strategies and frameworks.

- Expertise in federal IT governance and portfolio management.

- Excellent organizational skills and attention to detail.

- Capable of handling multiple tasks and priorities in a fast-paced environment.

Experience:

- 8+ years of relevant experience in technology strategy and portfolio management. Experience with NIH or federal health IT projects is preferred.

- Previous experience managing IT portfolio projects in support of federal government agencies.

- Experience with ServiceNow or similar IT service management platforms is a plus.

- Specific experience with IT portfolio management projects for the Department of Health and Human Services is preferred.

Education:

- Bachelor's degree in information technology, Computer Science, Business Administration, or a related field.

Certifications:

- Preferred: CPM, PfMP, or other relevant certifications.
