Positions at this level, develop, lead, and oversee complex facilities projects or programs that may involve significant acquisitions. Positions may serve as first or second line supervisors to include evaluating employee performance as well as coaching, guiding, and overseeing professional facilities project managers and/or others ensuring that facilities projects and/or programs are consistent with and are aligned with mission direction. At this level, positions are responsible for providing guidance to NRO senior managers on a range of complex project and program issues, including impact on NRO buildings or food services, NRO space within non-NRO buildings, and infrastructure, while ensuring the risks associated with a project and/or program have reasonable, sound mitigation strategies. Positions allocate resources to include personnel and budgets and manage procurement activities. Positions are responsible for establishing priorities among competing projects as well as coordinating short and long- range strategic objectives for multiple facilities projects of varying scope and complexity. Based on assignment, incumbents may serve as a technical resource in the assessment of facilities project feasibilities and as a member of selection boards for selecting contractor resources. At this level, incumbents are expected to make decisions about the commitment of project resources, planning and implementation, and demonstrate accountability for project and/or program outcomes including corporate interests. At this level, positions are expected to perform general administrative duties and are expected to maintain current project management job knowledge and appropriate certifications. Based on assignments, incumbents guide and lead contracting activities associated to Contracting Officer's Technical Representative responsibilities in collaboration with contracting officer.

FSG/WFD provides facilities operations and maintenance services for all NRO Headquarters (HQ) facilities (local-leased and government-owned) and other CONUS support facilities. In addition, FSG/WFD is responsible for all design and construction, project management and O&M activities at NRO HQ and WMA facilities. FSG/WFD is seeking an experienced officer with extensive project and facilities management, as well as leadership experience, to serve as Deputy Chief Westfields Facilities Division (DC/WFD). In this capacity, the successful candidate will primarily lead Project Management to include but not limited to: the project manager team, provide project management expertise, high-level coordination and planning, work prioritization of design and construction projects including high-visibility projects for the NRO Headquarters facilities, and assist managing contract roles and resources. The selected candidate will also assist the Chief in execution of the Operations and Maintenance (O&M) contract and activities, space management, quick response actions/special projects from the NRO and/or MS&O Front Office, understand and develop strategic partnerships and issues between the other Directorates & Offices (D&O's), assist in managing the strategic direction and priorities of the WFD team as well as MS&O objectives, and coordinate activities and communication with stakeholders.

This position will serve as the Deputy Chief of Westfields Facilities Division, managing a wide variety of topics. This position leads a team of 2 staff and 7 contractors, along with overseeing the activities of the O&M contractor which includes over 200 contractor personnel. This position will primarily be responsible for managing the project team, prioritizing construction/renovations and forecasting required short and long- term resource requirements (both financial and manpower) to complete the projects that fall within WFD. However, this role will also cover execution of the O&M contract and activities, managing D&O strategic partnerships, and coordinating/communicating projects/risks/impacts/successes to appropriate avenues. The successful candidate will use forecasting and scheduling tools such as the NRO's project management module of the SAP enterprise software system (the NRO's Computerized Maintenance Management System CMMS), ARCHIBUS, and others to determine the required short-term resources needed to complete customer-requested and internally-generated projects (e.g., recap projects) as well as to ensure that the operations and maintenance contractor is able to meet short and long-term resource fluctuations. The candidate will also work within FSG to forecast future efforts under the Recapitalization Program, as well as to assist and ensure appropriate funding to contract effort is identified through SAP-RCAP (FSG contracting method) with the CLIN Manager, COTR, and CO.

The successful candidate will ensure the process(es) are followed, resource allocation, project scheduling, prioritization, cost validation and control, strategic project oversight, forecasting, and process improvement are all tracked and met as necessary.The selected candidate will be required to participate in the ongoing source selection for the O&M contract re-competeServe as the Deputy Chief of the division, to include serving as the C/WFD in his/her absence.Manage (up to 2) staff personnel and 7 SETA contract members. Will serve as the rater on USG PSRs.Oversee development, monitoring, and periodic reporting of process metrics as they relate to the WFD program areas.Serve as the NRO HQ's technical expert on issues related to and compliance with the Americans with Disabilities Act (ADA).Be responsible for construction oversight and monitoring for all HQ and leased facilities to include any new Capital Improvements and Site Recapitalization projects, as well as other CONUS support sites.Interface daily with C/WFD and his/her SETA, USG, and O&M contractor staff.Work with C/WFD to track and coordinate varying levels of high priority items that require cross coordination or strategic planning such as OEEO requirements, Media Services Projects/Requirements, Incident Response actions, Front Office Requests, space management, action teams, and/or other items as they come up.Assist the C/WFD with planning and monitoring O&M activities and necessary CDRLs as a part of the O&M contract responsibilities.Provide proactive communications to impacted stakeholders and senior leadership.

This position also entails the development and reporting of periodic metrics to support the paradigm of continual improvement. Metrics will be gathered for a number of processes to demonstrate that the successful implementation process improvements and core operations results in improved performance.
