This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

Non-Competitive Minimum Qualifications:Either A. a bachelor's or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.""""""""""""""""""""""""""""""""Or B. a bachelor's or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.***Experience must have been in a large health care facility; health related governmental entity; health insurance company; large health care provider organization or employer; or experience with the New York State Medical Assistance (Medicaid) Program in a New York State agency, or a New York State Local social services district or county including administration of government sponsored medical assistance programs. Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of a business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.**Information regarding IIBA Certification can be found at: http://www.iiba.org/Certification/certificationlevels.aspxExamples of non-qualifying experience include but ARE NOT limited to:-Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.-Responsibility limited to forms design and changes to forms.-Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.-Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.-Development of instructional materials and classroom training. -Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications:Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the non-competitive minimum qualifications as seen above.If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Preferred Qualifications: •Three (3) or more years of experience working as a Business Analyst with State agencies.•Familiarity with the Software Development Life Cycle (SDLC).•Ability to apply industry best practices and state/federal mandates to system requirements.•Experience identifying project risks/issues and proposing solutions.•Relevant current Industry Certifications.•Ability to work independently and manage work to a defined schedule.•Three (3) or more years of experience leading and managing Application Analysis, functional test planning and test execution activities with a focus on Health and Human Service domain.•Three (3) or more years of experience with configuring automated testing using tools such as Selenium or Katalon Studio or related tools.•Bachelors/Master's degree with coursework in Information Technology, Business or Public Administration, Project Management and/or Communications.

Duties Description This position will play a vital role in bridging the gap between business needs and technological solutions at Office of Health Insurance Programs/Division of Operations and Systems for the Continuing Medicaid Eligibility Modernization Program. The mission of the Program is to implement eligibility determinations?for the Medicaid complex population utilizing industry best practices, proven frameworks, and modern technologies. New York State will automate as much of the determination process as possible thereby?reducing the need for human intervention and in person assistance to the Medicaid complex population.

Duties include but are not limited to the following:- Gather and analyze business requirements through research into processes and interviews with stakeholders.- Analyze data to understand the current state of business operations and identify areas for improvement.- Document system findings and recommendations into clear, concise, and easy to understand formats (ex. flowcharts, use cases, etc.).- Collaborate with PMO team, both internal and external team members as it relates to business needs and functional specifications.- Assist with testing and user adoption; participate in user acceptance testing (UAT) to ensure the developed solution meets business requirements.- Assist with the development and maintenance of training materials to ensure a smooth user adoption process.- Ensure effective communication and collaboration between parties and as it relates to project goals including the completeness of business requirements documentation and adhere to project timelines and priorities.- Assist in reviewing vendor work products. Keeping the Leads informed of progress, issues, and risks.- Will also participate in JAD sessions and work closely with vendors to ensure system development work is completed both timely and efficiently.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
