JOB DESCRIPTION:

The Senior Quality Coach will supervise and manage the operations of a STARS Quality Coach Team. The Senior Quality Coach will provide oversight and will ensure that the team is accountable for key deliverables including: recruitment of providers to movement activities within the Keystone STARS program, establishing move-up (Continuous Quality Improvement) goals for programs, grant paperwork collection and processing, grant spending goals, regulatory referral compliance supports, implementation of special projects and initiatives, and referrals for Early Childhood Education Professional Development Organization (ECE PDO) services. The Senior Quality Coach will support fidelity to the STAR Designation and Renewal processes, monitoring of paperwork renewal data entry, designation data entry, and grant data entry, and tracking in PELICAN and required databases for their team. This position reports to the STARS Manager and operates out of the Early Learning Resource Center office with a hybrid schedule of regular field time..

*RESPONSIBILITIES:

  • Supervise team members, create annual performance plans, conduct performance reviews, and monitor timekeeping, schedules, and work plans.
  • Work with their team and ELRC management to determine and clearly define team goals related to community partnerships, cross-ELRC collaboration, STAR level move up, career pathway referrals, use of supportive services, grant paperwork receipt, and spending.
  • Monitor and support team deliverables and report progress to the STARS Manager and ELRC management.
  • Create and implement systems to monitor performance and report on team successes.
  • Coordinate and support the implementation of special projects, as well as coordination with community partner projects and initiatives.
  • Convene regular staff team meetings to share updates, address concerns from the field and provide resources to team members.
  • Liaise with Provider Services Team and Grants Specialists to ensure grant related deliverables are met and problem solve other concerns as they arise. Serve as the lead contact to other ELRC teams for their team.
  • Communicate team needs, challenges and concerns to STARS Manager and management team.
  • Support team members in determining career pathway referrals and partnership activities with the ECE PDO.
  • Attend and participate in meetings with partners such as Certification, PA Key, Early Intervention, PHLpreK, ECE PDO, OCDEL; maintain ongoing communication with said partners.
  • Maintain awareness of ongoing changes/improvements to the early care and school-age system
  • Complete ongoing required and growth professional development to remain current on ELRC policies and procedures, to understand the scope of resources available to regional families, and to develop internal and external collaboration to promote access to the full scope of resources.
  • Develop reports as necessary.
  • Additional duties as assigned.


*SKILLS:
  • Excellent knowledge of the Keystone STARS program and the performance standards including all relevant databases and supportive services available in the system such as the ECE PDO, EITA, IECMH, and local quality improvement programs.
  • Knowledge of the OCDEL benchmarks for ELRC performance.
  • Ability to use data to make decisions.
  • Ability to create systems, tools, and forms to monitor progress and report on deliverables.
  • Ability to motivate staff while holding them accountable for deliverables.
  • Strong working knowledge about trends and best practices early childhood education
  • Knowledge of community organizations, early intervention, social and human services agencies, childcare services and systems, schools, etc., and collaborative interagency relationships
  • Ability to effectively articulate the mission and vision of the Keystone STARS Program, PHMC, and the ELRC
  • Ability to provide management with timely and accurate reports and recommendations.
  • Ability to work effectively in a team.
  • Ability to juggle multiple tasks and competing priorities.
  • Ability to communicate effectively and work productively with colleagues, government agencies, program participants, parents, and other human services organizations, etc. in a positive, pleasant, professional, and productive manner in writing, by telephone, and in personal contacts.
  • Working knowledge of personal computers and networked systems and their use and applications for data base management, tracking and reporting, etc. in a human services or similar environment


*EXPERIENCE:
  • In-depth experience working with the Keystone STARS Standards and processes, the ECE field and data systems.
  • Demonstrated fundamental knowledge of business practices such as creating budgets and business plans.
  • Knowledge of early care and school-age systems, public social services, public funding helpful
  • Three years' work experience preferably in early care and education and/or school-age programs or human services, which involved some collaborative inter-agency work.
  • Experience in outreach, needs assessment, planning, marketing or public speaking helpful.


*EDUCATION REQUIREMENT:

Bachelor’s degree in early childhood education or a Bachelors Degree and experience in working in early care and education or school-age programs and/or related field

Master’s degree preferred.
