Nature of Work

This is responsible technical work at the experienced level inspecting residential and associated occupancy structures along with occasional commercial and individual occupancy structures for conformance with approved plans, building and other pertinent codes and safety regulations as well as related ordinances. The employee is required to exercise discretion and independent judgement. Work is performed under the general supervision of the Chief, Inspections, Licenses & Permits. Performance evaluation is based on review of reports and spot inspections.

Examples of Duties

The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department. The list is not inclusive. A position may require related duties not listed, if necessary, to accomplish the work of the department.

1. Conducts field inspections for code enforcement complaints, licensing, new and existing construction, repairs and alterations for compliance with plans, specifications, pertinent codes and safety requirements, and prepares citations as appropriate.

2. Issues violation notices in cases of non-compliance to County Livability Code

3. Maintains inspection reports and daily logs of work preformed.

4. Investigates complaints by homeowners, tenants and landlords and makes evaluations accordingly.

5. Confers with higher level inspector on difficult work problems.

6. Receives and answers inquiries concerning building code and livability code requirements.

7. Assists with plans as needed.

Minimum Qualification Requirements

KNOWLEDGE, SKILLS, AND ABILITIES:Considerable knowledge of modern building construction practices, methods, materials and equipment;

Knowledge of the codes and regulations governing building and manufactured housing construction.

Ability to detect structural and other faults;

Ability to read and interpret building construction plans and specifications to determine that the building complies with the approved plan and applicable code;

Ability to recognize deviations from such plans in the construction process;

Ability to keep records and to prepare reports;

Ability to communicate diplomatically, yet firmly with builders, engineers, architects, attorneys and homeowners, including written correspondence;

Ability to inspect while in kneeling, sitting or prone positions depending on location of the item to be inspected.

Must be proficient in map reading in order to find location of inspection site.EDUCATION / EXPERIENCE:

Graduation from high school, vocational-technical school, or possession of a GED certificate

AND

Four (4) years experience in building construction work.

Additional education may be substituted for the experience requirement on the basis of - Associates Degree and 1 year experience; Bachelors Degree or higher and no experience.

LICENSE/CERTIFICATION:

Within 6 months of employment must successfully pass the following examinations:•ICC - 64 - Property Maintenance and Housing Inspector

SAFETY:Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
