1The Congressional Budget Office is a nonpartisan agency that provides economic and budgetary analysis to the Congress. It has been ranked as one of the best places to work in the federal government. CBO seeks a seasoned manager to lead the Publishing and Digital Communication Division, a new division that ensures that the agency’s budgetary and economic analyses are communicated as clearly and accurately as possible to the Congress and the public. The division will provide editorial and publishing services for the agency and formulate digital communication content and design. Those functions are currently fulfilled by staff in different parts of CBO.CBO’s analyses of issues and legislative proposals help Members of Congress, Congressional staff, researchers, journalists, and other members of the public understand the effects of policy decisions on the federal budget and the economy. The Director of the Publishing and Digital Communication Division will collaborate with members of CBO’s senior staff to formulate and implement a strategic agenda to continuously improve CBO’s publications and website. The Director will work closely with two other managers in the division to oversee editing, graphic design, report production, web design, and website development. The division’s staff will include approximately 16 employees. The Director will be responsible for ensuring that the new division functions effectively and that CBO’s work continues to meet the highest standards.QualificationsApplicants must have at least seven years of professional experience in developing and overseeing the production of publications similar to those produced at CBO—such as websites, books, reports, magazines, academic journals, or other publications covering serious subjects in careful detail—and a bachelor’s degree in Communications, English, or a related field, although an advanced degree is preferable. Applicants must also have experience managing a group of full-time staff, the ability to manage people and processes effectively, strong interpersonal skills, the ability to support and develop others, and a commitment to customer service. Experience managing website development projects is preferred. Applicants should be sensitive to style and to nuances of tone and meaning in writing, editing, and presentation. They should also be at ease with technical subjects and quantitative information presented in tables and graphs. Applicants must have excellent judgment and the interpersonal skills to work effectively with stakeholders in the Congress, in professional communities, and within CBO. The flexibility to work evenings and weekends, as necessary, is required.Salary and BenefitsThe salary will be competitive with salaries of Senior Executive Service positions and commensurate with experience, education, and other qualifications.
