Job Summary

Owensboro Community and Technical College (OCTC) is seeking qualified applicants for the position of Senior Director of Workforce Development. This position provides senior level leadership in all areas of OCTC’s Workforce Solutions division's mission and activities, including the development and sustainability of workforce programs, services and national grant-funded initiatives. This position serves as the designated second in command to the Vice President of Workforce and Economic Development.

Job Duties:

As the designated second in command to the Vice President of Workforce and Economic Development, managing significant workforce and economic development programs and partnerships, as well as the design and delivery of new program initiatives, customized training and assessment development and delivery, national grant projects, innovation initiatives, adult learner programming, strategic planning, budgeting, and accountability.

Managing national, state, and regional initiatives including the division’s projects with the National Science Foundation. Developing national and state grant proposals and maintaining relationships with grant funders, evaluators, and federal program officers, as well as writing funder reports.

Supervising assigned personnel and maintaining successful working relationships with employer, community, and project partners.

Researching, developing, and overseeing implementation of strategic workforce programs to meet the needs of OCTC's service area or larger state and national audiences.

Serving as a liaison between Workforce Solutions and other OCTC departments and representing the division’s participation in the college’s strategic planning, accreditation, retention, recruitment and strategic enrollment management efforts.

Managing any additional Workforce Solutions division activities as assigned by the Vice President of Workforce and Economic Development.

Minimum Qualifications:

Master’s degree (in Organizational Development, Communications, Business, Education, Public Administration, or related) or equivalent.

Five (5) years’ relevant work experience.

Three (3) years of management and supervisory experience.

Preferred Qualifications:

Additional Skills Requested:

Proven senior-level, project management skills.

Experience with national grant-funded initiatives (i.e. NSF, DOL) including the development and writing of successful grant or competitive initiative proposals.

Excellent written and verbal communication skills.

Budget management skills.
