Position Summary:

The Director of Purchasing (DOP) will be a critical senior member of the Construction Team at Habitat for Humanity of Collier County. This role must possess leadership qualities that help build systems, procedures and communication methods to increase homeowner satisfaction, home quality, and efficiencies through partnerships. The DOP is responsible for creating estimates for new homes, creating buyout and procurement plans and ensures that the material pipeline which feeds a 100-unit per year homebuilder is maintained consistently on-time and on-budget.

Essential Duties and Responsibilities:

Develop detailed and accurate estimates & budgets for all new homes and rehab homes.

Create, maintain and track home budgets across assigned cost codes.

Develop accurate specifications & scopes of work for bid purposes.

Develop and maintain vendor files to ensure annual tracking of license, insurance and master subcontractor agreement information.

Develop Invitation to Bid documents and facilitate the Competitive Bidding process to obtain qualified bids for all homebuilding materials and services.

Prepare Subcontract Agreements and Purchase Order documents as required for securing vendor & subcontractor services and material deliveries per published schedules.

Attend, conduct and/or facilitate the Weekly Homebuilding Production meeting with Field Staff, Purchasing Department and Construction Operations.

Procures, inventories and distributes Habitat “Gifts-in-Kind” materials to ensure those donated materials are received on-time and are effectively re-distributed to jobsites to meet home delivery schedules.

Assist with the development of Annual Production Schedules and weekly adjustments as necessary to maximize efficiency and field operation needs.

The DOP ensures that each Trade Subcontractor understands and agrees to abide by Habitat’s established scopes of work, local building permit plans & codes, technical specifications, and quality assurance requirements for both materials and installation, prior to executing a Subcontract Agreement.

Collaborates with the Sr. VP Land Development & Construction, Director of Construction and the Director of Land Development to create the Annual Homebuilding Plan.

Manage personnel by performing trainings, implementing processes, monitoring employee performance and productivity.

The DOP coordinates with the CFO and Accounting Personnel to understand the job budgeting and job costing process and manages home budgets, PO’s and non-PO charges accordingly.

Assist the Director of Construction in training onsite personnel in how to verify material deliveries for accuracy, quality and quantity. Assist in identifying how to document such material rejections so that the proper adjustments to PO’s can be accurately reflected.

The DOP is responsible for ensuring that all subcontractors are aware of the Local, State & Federal building codes applicable to their individual area of work.

Required Knowledge, Skills and Abilities:

Understanding of the methodologies, techniques, and best practices of residential construction.

General knowledge of Local, State, and Federal building codes to ensure project compliance.

Familiarity with project management principles and tools, including project scheduling, budgeting, and resource allocation.

Strong verbal and written communication skills to effectively convey information to various stakeholders, including team members, subcontractors, and clients.

The ability to identify issues, analyze problems, and propose effective solutions in a dynamic construction environment.

Exceptional organizational skills to manage project documents, schedules, and reports efficiently.

Proficiency with Microsoft Office products such as Outlook, Word, Excel, and Project.

Effective time management skills to meet project deadlines and manage multiple tasks simultaneously.

Leadership capabilities in taking initiative, making informed decisions, and providing thoughtful guidance in the absence of supervisory personnel, to ensure project continuity and success.

Demonstrates flexibility to adapt seamlessly to changes in project conditions, shifting priorities, and unforeseen challenges.

Skills in resolving conflicts and disputes among team members or stakeholders in a constructive and diplomatic manner, fostering a positive and collaborative environment.

Education/Experience / License:

4-Year Construction Related Degree or Equitable Residential Construction Experience.

4-Years of Construction Supervisory Experience.

3-Years of Purchasing & Procurement Experience.

High School Diploma or equivalent GED.

Education, Training or Trade Knowledge of OSHA Safety Programs.

Knowledge of State & Federal Competitive Bid Protocols.

Valid Florida Driver’s License with Clean Driving Record.

English-Spanish Bi-Lingual Ability Preferred.
