is seeking a

Project Manager 2

to join our

Production and Sustainment Team

located in

Elkridge, Md .

You will interface with Business Units and Manufacturing while determining schedule management and cost accountability of manufacturing activities.

This role is both a functional management position with direct reports and a project leadership position.

What you will get to do:

Primary Manufacturing Operations interface to the Program Office, OU business Management, Engineering, Supply Chain Management and Mission Assurance on all aspects of manufacturing programs.

Leadership/Engagement in proposal capture efforts, production planning and execution of multiple programs while monitoring and addressing all cost, schedule, performance, and quality issues.

Lead multifunctional teams, including Operations functional support organizations, to ensure all program and manufacturing goals and objectives are met.

Acts as the key point of contact for senior leadership on contract and program related matters.

Provides oversight and accountability for all OPM related activities in their area to ensure compliance with company objectives and obligations.

Serve as Functional Manager and direct the work of the reporting Operations Project Managers.

Responsible for employee development, performance management and employee engagement activities.

Provide strategic leadership to ensure all Program and Manufacturing objectives are achieved.

Provide Manufacturing expertise to support the strategic vision of the Business Division.

Manages risks and opportunities for all Manufacturing scopes.

Collaborates with all functional organizations to resolve any Manufacturing conflicts or challenges.

Cost Account Manager (CAM) for Manufacturing Operations budget, including Earned Value Management reporting and variance reporting.

Manufacturing representative at program Configuration Control Board, ensuring proper implementation of design changes.

Active participant in program risk management activity, ensuring manufacturing risks are accurately portrayed in the program risk register.

Basic Qualifications:

Bachelor’s degree with 8 years of experience in Manufacturing, Engineering, Test, Production, or Industrial Engineering environment, or a Master’s degree with 6 years of experience in Manufacturing, Engineering, Test, Production, or Industrial Engineering environment.

Program Product Line Alignment/Operations management or equivalent.

Experience working with SAP and Material Requirements Planning (MRP) systems.

Proven success with program execution.

Experience with basis of estimates, shop order creation, and Earned Value Management Systems (EVMS).

Candidate must have demonstrated ability in working with cross-organizational teams and customers; the ability to set and clearly articulate goals/priorities and successfully communicate them to key staff; strong leadership skills.

Must be a U.S. Citizen with the ability to obtain and maintain a U.S. Secret Level Security Clearance.

Preferred Qualifications:

Demonstrated experience leading operations team through a comprehensive estimate at complete.

Ability to apply systems methodology and lean applications to problem solving.

Knowledge & experience in Manufacturing and Supply Chain as well as a strong customer domain knowledge.

Continuous improvement and problem-solving tools and techniques.

Excellent presentation and communication skills.

Demonstrated experience in the following systems and concepts: IMS Scheduling, production planning and material management tools, ISE/CADSTAR, Earned Value Management, Continuous Improvement, Lean Manufacturing and Manufacturing.

Experience leading Manufacturing proposal efforts that include labor quoting, schedule and capacity analysis, investment planning, and descriptive writing contributions.

Active U.S. Government DOD Secret Clearance.

Salary Range:

$119,800 - $179,600The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
