WHAT YOU WILL BE DOING:

An employee in this position oversees and directs the Operations, Forestry and Technical Services division of the Electric Utilities Department by providing direction and oversight to achieve related strategic goals for the department. Maintains awareness and understanding of activities of Electric Utilities Director.

A SAMPLE OF THE ESSENTIALS:

Oversees management group (Operations, Forestry and Technical Services) by ensuring that daily activities are meeting department objectives (both strategic and operational).

Handles responsibilities of key management positions within the department including the Director when necessary (e.g., vacations, vacancies, etc.).

Serves as a liaison between the Director and the management team on issues important to the organization.

Spearheads annual budget formation and ensures capital budget requests are vetted and meet organizational goals.

Develops long-range infrastructure plans for electric system to ensure adequate capacity.

Researches and recommends operational changes to the Electric Director.

Plans, organizes, and monitors a variety of contracted work.

Coordinates projects with engineers and contractors.

Consults with division managers on personnel actions.

Conducts staff meetings with staff to keep them abreast of information as well as project updates.

Meets frequently with subordinate supervisors to solve more complex problems; set priorities and deadlines for projects; and provides guidance and direction to all staff.

Oversees special studies related to delivering electric power.

Engages with citizens concerning complaints, assists staff with investigations, and decides or recommends actions.

Prepares citizen communication materials and attends Town Council meetings as necessary.

Performs related duties as required.

WHAT YOU'LL NEED:

Graduation from an accredited college or university with a bachelor’s degree in a technical discipline, electrical preferred, and a minimum of seven years of experience in a managerial position within a public or municipal electric utility, including considerable supervisory experience; or an equivalent combination of education and experience.

Thorough knowledge of electric engineering principles, practices and procedures.

Thorough knowledge of the principles and practices of electric distribution administration, planning and design.

Thorough knowledge of construction materials, techniques, and methods for construction on utility projects.

Thorough knowledge of North Carolina public contracting statutes.

Ability to understand projects and prepare related designs, estimates and specifications.

Ability to analyze difficult engineering computations and make recommendations on engineering problems.

General knowledge of management practice and theory.

General knowledge of governmental accounting, personnel and purchasing practices.

Ability to formulate comprehensive operational policies and procedures.

Ability to prepare complex technical reports.

Ability to supervise staff including skill in counseling, coaching, motivating, communicating, and conducting performance evaluations.

Ability to maintain effective working relationships with Town officials, other public officials, employees, contractors and the general public.

Ability to communicate effectively orally and in writing, and to make presentations.
