CLASS DEFINITION:

Perform administrative and supervisory responsibilities in the planning, organizing, staffing, and operational activities of the Public Services Division with responsibility for the following sections: 1) streets, curb, gutter, sidewalk, traffic, graffiti; 2) trees and public right-of-way; 3) parks and civic facilities; and 4) Recreation Center and sports fields landscaping.SUPERVISION RECEIVED AND EXERCISED:

The incumbent works under the general direction of the Field Services Manager and exercises direct supervision over supervisory, skilled, and maintenance personnel.STREETS/TRAFFIC/GRAFFITI RESPONSIBILITIES:

Coordinate the staffing and operational activities and supervise the skilled maintenance personnel engaged in the maintenance and repair of streets, curbs, gutters, sidewalks, traffic control devices, and related Public Works to ensure proper function and conformance to standards.Oversee crews assigned to remove graffiti within City limits.Set schedules and methods for providing street maintenance services; identify and allocate resources accordingly.Plan and execute a long-range, preventative maintenance program.Assist with the preparation of bid specifications and cost estimates for a variety of projects including asphalt concrete overlays, chip seal, slurry seal, sidewalk, curb and gutter, and other related Public Works projects.Oversee and inspect field operations and contractors.Responsible for contract administration of applicable projects and maintenance contracts.LANDSCAPE MAINTENANCE RESPONSIBILITIES:

Coordinate the staffing and operational activities and supervise the skilled maintenance personnel engaged in the planting, cultivation, care, and maintenance of shrubs, flowers, trees, and turf, chemical application program, and maintenance of irrigation systems within City parks, sports fields, medians, public right-of-way, and civic facilities.Set schedules and methods for providing landscape maintenance service, identify resource needs, and allocate resources appropriately.Plan and execute a long-range preventative maintenance program, including park and sports field development and maintenance of park and landscape facilities.Prepare bid specifications and cost estimates for a variety of projects.Oversee and inspect City landscape facilities to review work being performed.GENERAL RESPONSIBILITIES:

Oversee and inspect field operations of city staff and maintenance contractors to ensure compliance with established standards.Participate in the selection, training, supervision, evaluation, and discipline (as appropriate) of employees.Develop maintenance schedules, implement service priorities, and modify special programs.Approve requisitions for materials, supplies, and equipment.Ensure high levels of customer service through investigation, tracking, resolution, and responding to customer service issues.Ensure safety rules and procedures are adhered to.Prepare and maintain records and reports such as Requests for Council Action, specifications and request for proposals for equipment and services, budget justifications, and business correspondence as necessary.OTHER JOB-RELATED DUTIES:

Assist in the preparation of the budget and administer the Division’s budget.Prepare a variety of reports, studies, and analysis.Perform other duties as assigned.EDUCATION:

High school graduation or equivalent.Associate's degree, college-level coursework, or other specialized training in Horticulture, Park and Sports Turf Management, Public Works, Street Maintenance Technology, or a related field is highly desirable.EXPERIENCE:

Progressively responsible experience in Public Works operations, maintenance repair, and construction work in public landscape, streets, curb, cutter, sidewalk, traffic and graffiti maintenance which would give the candidate the skills and abilities necessary to fulfill the job requirements is qualifying.Considerable supervisory experience overseeing multiple crews performing a variety of functions is highly desirable.Significant experience in the administration and management of a Public Works Division, which is similar in size and make-up to Fountain Valley.REQUIRED KNOWLEDGE AND SKILL LEVELS:

Principles and methods of preparing specifications, estimates, reports, and recommendations relating to proposed projects.Principles and practices of effective supervision and management.Occupational hazards and standard safety practices.Techniques of cost analysis and estimation.Pertinent Federal, State, and local laws, codes, and regulations.Plan, coordinate, and supervise the work of maintenance operations and personnel.Effective verbal and written communication skills.Establish and maintain effective working relationships with the general public, employees, managers, City officials, and officials of other agencies.Research, analyze, and prepare a variety of technical and complex reports.Effectively supervise subordinate personnel including training, counseling, and performance evaluations.REQUISITE ABILITIES:

Analyze situations quickly, accurately, and take effective action.Maintain accurate records and reports.Operate personal computer, input and maintain data and reports on applicable software programs.LICENSE REQUIRED:

A valid California Class “C” Driver’s License.A California Class “A” or “B” commercial driver's license is highly desirable.Maintain, at all times, the license required for this job classification.SPECIAL REQUIREMENT:

The incumbent must be available to respond to emergencies during off-duty hours.COVERAGE UNDER THE DEPARTMENT OF TRANSPORTATION REGULATIONS:

Incumbents with a Class A or Class B driver's license in this classification are covered under the Department of Transportation regulations for drug and alcohol policy as specified in the City’s Administrative Regulation No. 1051.PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:

Work will be both indoors and outdoors with full exposure to the elements. Drive a City vehicle on City business; may work under damp conditions and in confined spaces and, therefore, may work on slippery and uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing 15 to 45 pounds; may be exposed to dust, pollen, grass, dirt, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration, and noise; meet the physical requirements of the class and have mobility, vision, hearing, dexterity, and use of both hands and legs appropriate to the duties to be performed.NOTE:
