Applicants interested in both the Senior Project Manager and the Senior Engineer must submit separate applications for each recruitment.Salary Range: PR 187FLSA: ExemptProbationary Period: 12 monthsUnder general direction, performs comprehensive and highly complex project management functions for major capital projects through all phases of project delivery including project planning, pre-design, design, construction, start-up, and post-construction. Overall functions of the incumbent include engineering consultant management; developing schedules, cost estimates, and staffing requirements; forming and leading project teams; planning, directing, and coordinating activities to ensure that the goals and objectives of projects are accomplished on schedule and within prescribed budget; inspecting quality of work and managing project risks; managing outside consultants; and performing related duties as assigned.EXAMPLES OF ESSENTIAL FUNCTIONS:

The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.Manages and takes responsibility for all phases of the project including the most complex and higher value assignments, including project development, preliminary design, design, construction, start-up, and post-construction by controlling all aspects of budget and schedule, and through resolution of issues that pertain to successful project delivery.Develops, implements, and monitors planning documents including project goals, scope of work, staffing requirements, schedules, budgets, procedures for accomplishing projects, and allotment of available resources for various phases of the projects as defined by the guidelines established.Identifies potential risks and recommends strategies, takes corrective action on issues, advises others of required actions, and brings unresolved problems to management.Prepares cost estimates and budget projections; authorizes expenditures within the approved authority; monitors compliance with state and federal funding requirements; obtains and maintains appropriate permits and documentation; prepares project reports; and makes presentations as necessary.Manages, directs, and coordinates and participates in the activities of the project team to ensure project progresses on schedule within prescribed budget and with acceptable quality; confers with project team to provide technical advice and resolve problems; conducts project team meetings to ensure adequate communication of project status; and communicates project status and possible outcomes.Manages and participates in the selection of outside consultants; prepares requests for proposals; oversees the bid, proposal, and selection/purchase recommendation process for major capital projects; solicits proposals; reviews proposals; participates in the selection of consultants; participates in establishing schedules and performance criteria; and oversees consultant contracts and schedules.Manages and participates in the contractor bid process; plans, schedules and directs the work of contractors; reviews report and specifications; coordinates work with multiple departments, other agencies, and the contractor during design and construction; reviews, evaluates, and negotiates scope of work changes and timeline extensions; negotiates and participates in mediating contract disputes between the Agency and contractors; and performs analysis and negotiates fair and reasonable costs of amendments and change orders.Prepares, reviews, and maintains a variety of construction-related documents, reports, and correspondence; prepares, reviews, and responds to RFIs and RFDs; manages document compliance database.Responsible for ensuring site safety of construction projects; monitors and coordinates the work of assigned construction project inspectors and ensures compliance with all building/construction standards; reviews and evaluates daily job status and inspection report prepared by construction project inspectors; reviews test results and details on extenuating field conditions or potential/actual difficulties; assures work is performed safely and in accordance with contract documents and applicable regulations and codes.Oversees and participates in selecting new unit staff; provides work guidance and direction to others; assigns, trains, and monitors work of other employees for completeness, accuracy, and conformance with Agency/departmental standards; provides input to supervisor on employee work performance and behaviors; provides input regarding performance requirements and development targets; provides training, coaching, and mentoring to staff; ensures a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust, and respect.Represents the Agency in meetings with elected officials, governmental or private sector organizations, and citizen groups. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of CIP projects and other types of engineering-related services as they relate to the area of assignment.QUALIFICATION GUIDELINES:

Education, Training and Experience:

Graduation from an accredited four-year college or university with a degree in engineering, construction management, or a closely related field, and at least ten years of progressively responsible experience in diversified project management of public works construction projects; or equivalent combination of education, training, and experience.Licenses; Certificates; Special Requirements:

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program. Certificate in Construction Management (CCM) or Project Management Professional (PMP) certification is required. A Professional Engineer's License may be substituted for the Certificate in Construction Management (CCM) or Project Management Professional (PMP) certification requirement.Knowledge of:Advanced theory, principles, and practices of engineering design, construction, contract administration, and project/program management that relate to wastewater and water treatment/distribution facilities and infrastructure.The operation of the Agency's treatment plants and related infrastructure.Public Works Project Policies and Procedures including Government and Public Contract Codes relating to design and construction.Applicable laws, regulations, and codes related to construction project management, including California Environmental Quality Act (CEQA), Discharge Monitoring Reports (DMR), National Pollutant Discharge Elimination System (NPDES), and the Clean Water Act.Information technology and computer capabilities applicable to assigned construction project inspection functions, including Supervisory Control and Data Acquisition (SCADA) and geographical information systems at an advanced user level.Advanced principles and practices of project and/or program management, analytical processes, report preparation techniques.Advanced principles, practices, policies, and procedures of purchasing, budgeting, and maintaining public records.Advanced principles and practices of technical supervision of project team members.Advanced principles and practices of contract administration and evaluation.Drafting, surveying, and engineering practices and terminology.Research and reporting methods, techniques, and procedures.Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.Recent and ongoing developments, current literature, and sources of information related to the operations of the assigned area.English usage, grammar, spelling, vocabulary, and punctuation.Techniques for effectively representing the Agency in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.Safety policies and safe work practices applicable to the work.Agency human resources policies and labor contract provisions.Ability to:Manage complex capital improvement projects, analyze problems, evaluate alternatives, make sound recommendations, and prepare effective, accurate reports.Understand, interpret, and participate in the preparation and review of complex engineering studies, designs, plans, specifications, and legal contracts.Direct and oversee the work of consultants and construction contractors; interpret and apply federal, state, and local construction regulations and standards for public works projects.Represent the Agency effectively in dealings and negotiations with consultants, contractors, and other agencies.Define issues, analyze problems, evaluate alternatives, and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules, and policies.Communicate effectively, both orally and in writing.Present proposals and recommendations clearly, logically, and persuasively.Make effective presentations to executive management, the board, and external stakeholders.Organize work, set priorities, and exercise sound independent judgment within assigned areas.Use tact and diplomacy in dealing with sensitive and complex issues, situations, and concerned people.Operate a computer and efficiently use standard business software, including scheduling software such as Primavera and MS Project.Establish and maintain effective working relationships with all those encountered in the course of work.SELECTION PROCESS:
