About the role

This is a career-defining opportunity for an exceptional leader to manage a high-performing, diverse, and values-based Compliance team based in Ulaanbaatar, Mongolia. The key focus of the role is to coach, develop, and lead a local team of governance professionals to provide compliance management to the Oyu Tolgoi senior leadership team and Board. This is an expat role.

The successful candidate will provide and assure an effective ethics and compliance program across the Oyu Tolgoi business, ensuring that employees and third parties working on behalf of the business conduct business in an ethical and compliant manner.

Working 5 days on/ 2 days off residential, reporting to the Chief Counsel of Oyu Tolgoi, you will:

Promote a culture of high integrity and ethical decision-making;

Oversee the operation of the compliance framework for the business unit relating to business integrity (BI), data privacy, anti-trust, and sanctions;

Provide compliance framework training on BI principles, including conflicts of interest and their management, anti-bribery and corruption, sponsorships and donations, benefits, fraud, and third-party risk management;

Provide compliance advice to support business decisions, community investments, and partnership agreements, including a review of governance structures and contractual arrangements;

Oversee third-party due diligence and support the business in identifying and implementing mitigation of third-party risk;

Liaise with the Group’s Business Conduct Office on whistleblower allegations and oversee investigations into BI and procurement-related cases (non-personnel cases);

Maintain compliance risk assessments and monitor compliance program effectiveness to ensure the design and operation of the program remain adequate to mitigate current risks;

As Data Privacy Lead, provide advice and support to the business to ensure alignment with Oyu Tolgoi’s Data Privacy Standard and applicable privacy laws;

Ensure controls to manage Economic Sanctions compliance are maintained and evolve to align with changes in Sanctions laws;

Prepare and present compliance reporting on the effectiveness of the compliance program, key compliance risks/issues, whistleblower cases, and compliance program KPIs to the senior leadership team and Oyu Tolgoi Board Audit Committee.

What you will bring:

Degree or similar professional qualification in the field of Law, Compliance, Auditing, Risk Management, or Finance;

Minimum 10-15 years experience in Compliance and Ethics, including management of a compliance team and reporting to senior leadership and governance bodies (e.g., Board audit committee);

Strong knowledge of regulatory compliance requirements across BI, Data Privacy, Sanctions, Competition, and Whistleblowing;

Experience maintaining and operating a compliance program including conducting risk assessments, maintaining policies and standards, due diligence, implementing and monitoring compliance-related controls, and delivering compliance training and awareness campaigns;

Ability to present, communicate, and influence effectively with stakeholders at all levels in the organization;

Proven experience interfacing with cross-functional teams and across multiple jurisdictions;

Strong analytical mindset, project management skills, and self-motivated with high energy and personal integrity.

Where you’ll be working

Oyu Tolgoi is an operating Copper/Gold open pit and underground mine. The site is located in the Gobi Desert region of Mongolia. The reserves case for the underground project is in the order of 0.5 billion tonnes of ore to be mined from the 95,000 tonnes per day Hugo North Lift 1 (HNL1) panel cave mine with a 20-year operations life. There is also the potential for 3 further block cave districts to increase mine life beyond 100 years.
