The Deputy Director of Judicial Administration assists the Judicial Administrator with the operation of the Twenty-First Judicial Circuit Court of St. Louis County. The Director is appointed by a majority of the circuit and associate circuit judges of the County. The Deputy Director carries out any and all executive and administrative duties as assigned by the Judicial Administrator including, but not limited to, case flow management, records management, fiscal management, statistical analysis and projections, public relations, technology management, court security management, and personnel management, including directing day-to-day operations, performance management, hiring, disciplinary actions, and implementing court policies adopted by the Judges. This position reports to the Judicial Administrator (JA).Manages, oversees, and directs the daily operation of the Court as assigned by the Judicial Administrator.Assists the Director of Judicial Administration with powers and duties provided to the office by constitution, by law, or by ordinance. Assists the JA with duties included as custodian of records. Assists with responding to issues such as legal, personnel, or procedural matters involving the court or judicial staff.Collaborates with judges on procedural and legal issues including Administrative Orders, closed records and ex parte communications; assists with Court en banc meetings and special meetings set by the presiding judge; provides information and orientation for new judges; oversees judicial commission election and represents judges on Writs.Manages litigation impacting the Court.Collaborates with the JA and Director of Operations/Finance regarding the County Budget process. Sets the Court budget calendar; meets with Budget Committee Chair; confers with and directs departments on budget proposals. Works with County and State agencies regarding complex initiatives that require collaboration. Tracks terms of all appointed officials.Assists in the management and supervision of all departments of the Court as assigned and may include: Office of the Circuit Clerk; Sheriff’s Office; Information Technology Department; Legal Department; Public Information Officer; Treatment Court Managers; Operations Department; and Law Library.Provides direction and supervision to the Human Resources Department. Reviews all requests for discharge; develops, implements, and participates in grievance procedures and appeal processes. Oversees training and professional development for non-judicial staff.Reviews and implements new legislation; reviews and implements new Supreme Court rules when necessary; reviews and implements new case law and Federal requirements as needed. Acts as liaison with County government agencies such as Public Works, Health Department, Justice Services, Highway and Traffic, County Police, and County Counselor’s Office. Acts as liaison with State Government agencies such as OSCA, Board of Probation and Parole, Attorney General’s Office, Highway Patrol, Department of Revenue, and Department of Corrections. Serves on State Court Committees as directed.Implements and monitors policies for legal publications. Serves as custodian of records for all Court sunshine requests to the extent allowable by law.

Assists with and plans for the implementation of new technologies and procedures to improve court efficiency including those affecting filing, recordkeeping, and case management.Develops and recommends policies and procedures to address needs of the court system and to ensure efficient and effective use of judicial resources.Oversees the implementation and management of the court's strategic plan.Oversees operations to ensure responsible policy implementation and compliance. Develops policies, procedures, protocols, and work standards.Assists JA in the completion of performance appraisals of all department directors and other employees of judicial administration. Co-reviews performance appraisals of subordinate employees. Reviews and approves salary increases.Acts as a liaison for the court with the public regarding the Court’s activities. Performs other related duties as assigned.Assists with Jury management.

The Deputy Director of Judicial Administration shall be a licensed practicing attorney or shall have a bachelor’s degree from an accredited college or university, plus at least eight years of professional experience in law, social work, or public sector administration, of which at least five years should be at the management level; prior experience in court administration involving responsibility for a large subordinate staff, multiple programs, and areas of responsibility is highly preferred; or any equivalent combination of training and experience.Thorough knowledge of court procedures, legal documents, statutes, and legal factors pertaining to the court system.Thorough knowledge of the organization, functions, responsibilities, principles, procedures, and practices of the judicial process.Well-developed management skills and the ability to direct and delegate tasks to staff members.Excellent verbal and written communication skills.Excellent organizational skills and attention to detail to meet critical deadlines.Considerable knowledge of the basic principles and practices of public administration.Considerable knowledge of modern management techniques and methods.Basic knowledge of budget planning, preparation, and administrative processes.Considerable knowledge of intergovernmental relationships as they relate to administration.Considerable skill in preparing written reports and making public presentations.Ability to interpret and analyze legislation, case law, and Court Rules.Ability to establish and maintain good professional relationships with the judiciary, court management and staff, representatives from other agencies, and the public.
