Position Title:

VP - Chief Infrastructure OfficerBrief Description of Work:Under the general direction of the Senior Vice President (SVP), the VP - Chief Infrastructure Officer assists the SVP in managing and directing the Authority’s engineering and construction program. This role oversees the development and implementation of major capital projects. The VP provides leadership, management, and technical direction to Program Managers and staff, ensuring the successful and timely completion of all projects.Key Responsibilities:Lead project management teams in adopting innovative methods and standards to ensure effective project delivery, risk mitigation, and performance optimization.Oversee project performance, ensuring timely achievement of goals and comprehensive documentation.Ensure compliance with standards, laws, regulations, and organizational policies.Track progress via key performance indicator (KPI) reports and resolve project issues.Negotiate and manage capital program delivery contracts, including planning, design, construction, and change orders.Develop and maintain relationships with stakeholders, including city officials, DOT, and other government entities.Provide strategic guidance to the SVP and Executive Leadership Team (ELT) on engineering, construction, and capital programs.Manage short- and long-range capital improvement programs, budgets, and key initiatives.Ensure compliance with federal, state, and regulatory construction and funding requirements.Support internal divisions in implementing budgeted capital programs and addressing needs within financial constraints.Advise the SVP and CEO on significant issues as needed.Qualifications:Bachelor’s degree in civil engineering or related field.Registered Professional Engineer (PE), with ability to obtain Florida PE certification within 6 months.10+ years of experience managing staff, capital projects, and contract administration.Familiarity with FTA/DOT, ADA, and transit-related regulatory requirements.Strong leadership, organizational, and analytical skills.Proficient in project management tools and software.Preferred:Advanced degree and senior management experience.Licensed Professional Engineer.
