The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The office of Human Resources at the Department of Youth and Community Development is seeking to hire an Assistant Director of Payroll & Timekeeping who will oversee all agency payroll and Timekeeping functions using PMS, City Time, NYCAPS, and CHRMS. This position analyzes and understands the activities being performed with respect to payroll and Timekeeping and NYC agency policy for over 600 employees. The Assistant Director will be responsible for ensuring that all employees receive accurate and on-time Bi-Weekly Paychecks. This position works in conjunction with the agency’s Timekeeping Department staff to assure that employees are paid accurately and on time. This job is very critical and essential for the day-to-day Payroll operations; without this position, the agency can't function, and employees will not get paid.

Some of the responsibilities include:Prepare managerial lump sums payments (MLSP) for Comptroller audit.Process collective bargain increases for all unionized members and implement Mayor's Personnel Orders.Generate confidential reports from New York City Personnel databases including NYCAPS, CHRMS, and PMS.Perform Employment Verifications received from different entities in a timely manner.Perform specific projects as requested by the Assistant Commissioner for Human Resources.

Strong attention to detail, ability to deal with time-critical activities, proficient computer and data entry skills, and excellent written and oral communication skills are essential.

Minimum Qualifications

1. A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or2. A baccalaureate degree from an accredited college or university and three years of satisfactory full-time professional experience in the areas described in “1
